인권 단체들은 지난해 민주화 운동을 폭력진압한 이후 버마 정부가 국제사회로부터 개혁압력을 받고있는 가운데, 국제사회의 압력을 완화시키려는 술책일지 모른다고 경고했습니다.
지난해 불교 승려들이 주도한 민주화 시위를 버마 군사정부가 무력 진압하는 과정에서 최소한 31명이 숨지고 그보다 많은 수의 부상자가 발생했습니다.
버마 정부는 9일 국영언론을 통해 군사 정권을 민간 정권으로 이양할 때가 왔다고 발표했습니다.
그러나 버마 야당인 민족민주동맹 (NLD)는 이같은 발표는 엉뚱하고 애매모호하다고 말했습니다.
니안 윈 NLD 대변인은 국민투표 결과가 어떻게 나올지 알기도 전에 미리 총선 날짜를 정하는 것은 이해할 수 없는 일이라고 말했습니다.

Burma's opposition and human rights advocates are reacting cautiously to the military government's announcement that it will hold a referendum on a new constitution in May, and elections in 2010.
Human rights groups are warning it may be a tactic by the military government to ease international pressure to reform after it violently suppressed pro-democracy demonstrations last year. The crackdown on protest marches led by Buddhist monks killed at least 31 people and injured many more.
The government announced on state media Saturday that the time has come to change from military rule to democratic civilian rule.
The opposition National League for Democracy (NLD) said the announcement seems erratic and vague. A spokesman (Nyan Win) said it does not make sense to set a date for an election before knowing the results of the referendum.
