독일 정부는 전쟁으로 피폐한 남부 아프가니스탄 지역에 병력을 증파해 달라는 미국의 요청을 거부했습니다.
독일의 프란츠 요셉 융 국방장관은 1일, 의회의 위임이 독일군의 주둔지역을 북부 아프가니스탄으로 제한하고 있다고 밝혔습니다.
독일은 현재 3천명의 병력을 수도 카불에 주둔시키고 있으며, 북부지역에서는 나토 주도 연합군의 일부로 배치되고 있습니다.
앞서 미국의 로버트 게이츠 국방장관은 나토 국방장관들에게 금년말에 철수할 예정인 미국 해병대와 교대해 3,200명의 전투부대와 헬리콥터를 지원해줄 것을 요청했습니다.
이같은 그의 요청은 나토내에서 엇갈린 반응을 가져왔습니다. 독일과 프랑스, 터키와 이탈리아는 추가파병을 거부했습니다. 그 결과 캐나다와 영국, 네덜란드, 미군이 남부지역에서 탈레반 저항세력의 폭력에 맞서게 됐습니다.

The German government is the latest NATO partner to reject a U.S. request to send combat troops to war-torn southern Afghanistan.
German Defense Minister Franz Josef Jung said today (Friday) that a parliamentary mandate limits his nation's involvement to northern Afghanistan. Germany has about three thousand troops stationed in the capital, Kabul, and the north as part of the NATO-led force.
U.S. Defense Secretary Robert Gates has asked NATO defense ministers to provide 32-hundred combat troops and helicopter support in southern Afghanistan to replace U.S. Marines who are due to leave at the end of the year.
His request has caused a split within NATO. Germany, France, Turkey and Italy are refusing to send more troops. That has left Canada, Britain, the Netherlands and the U.S. to confront a resurgence of Taliban violence in the south.
NATO defense ministers will discuss the matter at a meeting later this month.
At the State Department today, a spokesman stressed the United States is encouraging NATO allies to contribute whatever they can to the force in southern Afghanistan.
