반기문 유엔 사무총장은 유엔 군축회의 연설에서 군비경쟁을 막기 위해서는 핵물질 조약의 교착상태를 타개해야 할 것이라고 밝혔습니다.
반 총장은 23일 스위스 제네바에서 열린 군축회의 개막연설에서, 자신은 핵무기 제조에 이용될 수 있는 분열물질 생산을 금지하는 군축회담의 시작을 전적으로 지지한다고 말했습니다.
현재 전 세계 65개국이 가입하고 있는 군축회의는 개발도상국들과 핵보유국들 간의 이견 때문에 지난 1990년대부터 교착상태에 빠져있습니다.
미국 등 강대국들은 분열물질에 관한 조약을 원하고 있는 반면 개발도상국들은 우주에서의 군비경쟁을 최우선 과제로 다루기를 원하고 있습니다. 중국과 러시아는 미국의 접근방법에 대한 반대를 주도하고 있습니다.

United Nations Secretary-General Ban Ki-moon has warned the U.N. Conference on Disarmament it must break a decade-long deadlock on a nuclear materials treaty to prevent arms races.
Speaking today (Wednesday) in Geneva, Mr. Ban told the U.N. body that it has his full support for the start of talks on a treaty banning production of fissile material used in nuclear bombs.
The 65-nation conference has been deadlocked since the 1990s over disagreements between developing countries and nuclear powers.
Developing countries want to target potential arms races in space as a top priority, while the United States and other powers want a treaty on fissile materials. China and Russia have led the opposition to the U.S. approach.
