러시아 외무부는 12일 발표한 성명에서 유럽재래식무기 감축협정의 참가 중지는 이 조약의 일부 내용과 나토의 확대와 관련된 예외적인 상황에 대응해 취해진 조치라고 말했습니다.
유럽안보협력기구는 러시아가 재고해줄 것을 촉구했습니다. 유럽안보협력기구의 순번제 의장국인 스페인의 미구엘 앙겔 모라티노스 외무장관은 15년 이상 유럽 안정의 초석이 돼온 이 조약이 계속되어야 한다고 말했습니다. 나토 동맹국들은 브뤼셀에서 러시아의 이같은 조치에 유감을 표시하고, 이 조약에 다른 의무를 이행해나갈 것임을 다짐했습니다.
구소련과 나토 국가들은 1990년에 재래식 무기의 배치를 제한하는 내용의 유럽재래식무기감축협정을 체결했습니다. 이 조약은 구소련의 붕괴를 반영해 1999년에 수정됐습니다.
Russia has implemented its moratorium on participating in a key Cold War arms treaty but says it will continue talks with western partners on resuming it.
The Foreign Ministry, in statement (today/Wednesday), called the moratorium on the Conventional Forces in Europe Treaty a response to what it termed exceptional circumstances, linked to its content and to NATO enlargement.
The Organization for Security and Cooperation in Europe urged Russia to reconsider. Spanish Foreign Minister Miguel Angel Moratinos, whose country holds the group's rotating chairmanship, called the treaty a cornerstone of Europe's stability for more than 15 years.
In Brussels, the NATO allies expressed deep regret over the Russian action and pledged to continue meeting their obligations under the pact.
The Soviet Union and NATO signed the treaty limiting conventional weapons deployment in 1990. They updated it in 1999 after the collapse of the Soviet Union.
