The United States has agreed to start negotiations with Iraq next year on future relations between the two countries.

The White House says President Bush and Iraqi Prime Minister Nouri al-Maliki signed a declaration of principles for the talks during a teleconference today (Monday).

The U.S. National Security Council's Iraq Coordinator, Lieutenant General Douglas Lute, says negotiations will cover political, economic and security issues, including the size of any long-term U.S. presence in Iraq.

Lute says the talks are meant to set a mandate for the role of U.S. forces in Iraq outside of the current U.N. Security Council mandate, which has been renewed annually since 2003.

Iraqi officials have said the next renewal of the U.N. mandate, which must be approved by the end of this year, should be the last.

Lute says the U.S.-Iraqi talks are expected to start early next year and conclude by July.
