정상회담 의장국인 싱가포르는 감바리 특사의 정상회담 연설을 적극 주도했었습니다. 그러나 관계자들은 감바리 유엔 특사의 연설이 아세안에 대한 유엔의 간섭이라는 버마 정부의 강력한 반대 때문에 취소됐다고 밝혔습니다.
감바리 특사는 지난 9월 버마 군사정부가 민주화시위를 유혈진압한 이후 두 차례 버마를 방문했었습니다.
아세안 지도자들은 20일, 공식 개회되는 회담에서 민주주의 이념과 인권 신장을 촉구하는 ‘아세안 헌장’에 서명할 예정입니다. 이 헌장은 회원국들의 의회 비준을 받아야 합니다.

Southeast Asian leaders have canceled a planned briefing by United Nations envoy Ibrahim Gambari, who was to address a regional summit this week about the situation in Burma.
Host Singapore had invited Gambari to brief the summit of the Association of Southeast Asian Nations, ASEAN. But officials say the talk was called off due to strong Burmese objections.
Gambari has made two trips to Burma since the military crackdown on pro-democracy protesters there in September.
ASEAN leaders are expected Tuesday to sign a new charter committing the group to promoting democratic ideals and human rights.
The charter needs to be approved by the parliaments of member nations. Philippine President Gloria Macapagal Arroyo warned today (Monday) that her country's lawmakers probably will not ratify the charter unless Burma restores democracy and frees opposition leader Aung San Suu Kyi.
