톰 케이시 국무부 부대변인은 존 네그로폰테 국무부 부장관이 이번 주말 파키스탄 수도 이슬라마바드를 방문해 공정한 총선을 위해 국가 비상사태를 해제하도록 촉구할 것이라고 발표했습니다.
케이시 부대변인은 미국 정부는 파키스탄의 모든 중도 정파가 함께 협력하고, 아울러 파키스탄 총선이 자유롭고, 공정하며 투명한 방식으로 진행되길 바란다고 말했습니다. 케이시 부대변인은 또 각 정당이 선거운동을 펼칠 수 있는 정치적 자유를 누리고, 국민들이 자신의 견해를 마음껏 표출하며, 언론이 제 기능을 할 수 있도록 국가 비상사태가 해제되길 바란다고 말했습니다.
케이시 부대변인은 현재 아프리카를 방문 중인 네그로폰테 부장관이 아프리카 대륙 서부 말리공화국에서 민주주의 공동체 회의에 참가한 후 이번 주말께 파키스탄의 수도 이슬라마바드로 향할 것이라고 말했습니다.
네그로폰테 부장관은 파키스탄에서 무샤라프 대통령 등 고위 지도자들을 만나고, 가능하면 정부 당국자들 이외에 정치인들도 만날 계획이라고 케이시 부대변인은 밝혔습니다. 부대변인은 이번 방문에 이슬라마드 이외 지역은 포함되지 않는다고 덧붙였습니다.
네그로폰테 부장관의 이같은 방문 일정은 현재 라호르에서 가택연금 상태에 있는 베나지르 부토 전 총리와의 만남이 성사되지 않을 것임을 의미합니다. 다른 미국 외교관들은 부토 전 총리와 꾸준히 연락을 해왔습니다. 부토 총리의 연금 상태와 관련, 케이시 부대변인은 파키스탄의 다른 정치인들처럼 부토 전 총리도 장애 없이 활동할 수 있어야 한다고 밝혔습니다.
케이시 부대변인은 파키스탄 정부의 국가 비상사태가 해제돼 부토 전 총리가 자신이 옳다고 생각하는 활동을 펼칠 뿐 아니라, 수감된 사람들도 풀려나고, 언론 또한 주장을 펼치고 자유롭게 활동할 수 있어야 한다고 말했습니다. 케이시 부대변인은 특히 이같은 활동이 가능한 환경 하에서만 정상적인 정치적 과정이 있을 수 있다고 말했습니다.
케이시 부대변인은 미국 정부는 무샤라프 대통령이 비상사태를 선포한 이래 파키스탄에 대한 미국의 원조 계속 여부를 계속 검토하고 있다고 말했습니다.
케이시 부대변인은 그러나 파키스탄 정부가 시위를 강경진압하는 것만으로 미국의 원조를 삭감할 법적 근거는 없는 것으로 국무부 당국자들이 결론을 내렸지만, 삭감은 여전히 있을 수 있는 일이라고 말했습니다.
인권단체들은 지난 2001년 이래 미국이 파키스탄에 지원하고 있는 연간 10억 달러가 넘는 인도적 지원을 중단하도록 촉구하고 있습니다. 이 중 상당액은 테러와의 전쟁 지원을 위한 것입니다.

Pakistan's former Prime Minister Benazir Bhutto has been placed under house arrest ahead of a planned protest march against the emergency law imposed by President Pervez Musharraf. VOA's Barry Newhouse reports from Islamabad that
Ms. Bhutto today repeatedly called on General Musharraf to resign as president and army chief.
Ms. Bhutto has given mixed signals about whether she would work with President Musharraf since he imposed emergency rule on November 3rd.
But after being placed under house arrest Tuesday in Lahore, Ms. Bhutto gave the clearest denunciation yet of her political rival.
In a phone interview with Sky news, Ms. Bhutto said General Musharraf's autocratic rule had undermined the war against militants who are destabilizing Pakistan and Afghanistan.
"And that's why we say Musharraf must leave. The time for dictatorship is over. It was tried and it failed to contain militancy."
In interviews with other news agencies, she said she would not serve as prime minister under President Musharraf.
The president has said the government plans to hold elections on schedule in January, but he has also insisted that military-enforced emergency laws that suspend basic rights will not undermine those polls.
Opposition parties have rejected the claim and said they will boycott the elections if emergency rule is not lifted. Ms. Bhutto Tuesday suggested her party might join them.
President Bush has said the emergency order must be lifted to ensure free elections.
General Musharraf has defended the thousands of arrests of protesting lawyers and rights activists under the emergency laws as necessary to preserve law and order.
In Lahore on Tuesday, hundreds of security forces used barbed wire, steel barricades and dump trucks loaded with sand to hold back people trying to reach Ms. Bhutto.
Senior PPP leader Farzana Raja spoke to VOA by telephone from outside the Lahore residence where Ms. Bhutto is staying.
"Right now I am standing at the barricade. Police have stopped me; they are not allowing me to go inside. They are saying that we don't have instructions from the government, we can't go to Benazir Bhutto and we can't meet her. And now they are getting very aggressive."
Raja and other leaders of the Pakistan People's Party have insisted a three-day protest march to Islamabad will continue.
Other opposition parties have said they will not join the march. It is unclear if those people who choose to demonstrate will be able to overcome the thousands of security forces deployed to prevent such rallies.
So far, President Musharraf has been able to prevent large-scale rallies against him and appears determined to stop the protest movement from gaining momentum.
