러시아의 전략미사일부대 사령관 니콜라이 솔로브초프 대장은 러시아가 단거리 및 중거리 미사일 생산을 즉각 재개할 능력이 있다고 밝혔습니다.
솔로브초프 대장은 러시아가 유럽에서 최대 사정거리 5,500킬로미터의 미사일 생산을 금지한 20년 된 미국과 러시아의 협정을 완전히 준수하고 있다고 말했습니다. 그러나 그는 러시아가 단거리 및 중거리 미사일 생산을 재개하는 정치적 결정이 내려지면 신속하게 행동에 옮길 것이라고 말했습니다.
블라디미르 푸틴 러시아 대통령은 이달 초, 콘돌리자 라이스 미 국무장관에게 다른 국가들이 사정거리가 비슷한 중단거리 미사일을 생산하고 있기 때문에 러시아는 이 협정 테두리 안에 그냥 머물러 있기가 어렵게 됐다고 밝혔습니다.
미국과 러시아는 25일, 유엔에서 발표한 공동성명에서 다른 나라들도 이 협정에 동참할 것을 촉구했습니다.

The top commander of Russia's strategic missile forces says his country is capable of quickly resuming production of short and intermediate-range missiles.
General Nikolai Solovtsov stressed that his country is fully observing the 20-year-old U.S.-Soviet agreement banning missiles with a range of up to 55-hundred kilometers in Europe. But he said Russia will act swiftly if there is a political decision to build such weapons.
Earlier this month Russian President Vladimir Putin said his finds it difficult to stay within the treaty because other countries are building arsenals of similar range.
The United States and Russia, in a joint statement at the United Nations Thursday, urged other countries to join the treaty.
Meanwhile, Mr. Putin today (Friday) compared U.S. plans to deploy an anti-missile defense system in Central Europe to the 1962 Soviet deployment of missiles (in Cuba) that prompted the Cuban missile crisis.
