‘미국은 버마 군사정부의 국민들과 진정한 대화 촉구’ (E)


최근 유엔 인권이사회는 불교 승려와 야당 시위자들의 평화적인 시위에 대한 버마 군사정부의 폭력적인 진압을 비난했습니다.

인권단체들에 따르면, 버마 군사정부는 최근 불교 승려와 민주화 인사들의 평화적인 시위에 대한 유혈진압으로 2백여 명을 살해하고 1천여 명을 구금했습니다. 유엔 인권이사회는 버마 정부가 구속자들을 모두 석방하고, 버마의 인권상황에 관한 독립적인 기구의 조사를 실시하도록 촉구하고 있습니다.

최근 포르투갈의 자비에르 에스테베스 유엔주재 대사는 유럽연합을 대표해 버마 결의안을 제출했습니다. 에스테베스 대사는 유엔 인권이사회가 충격적인 버마 사태에 대해 그냥 침묵을 지킬 수 없었다고 결의안 제출 배경을 설명했습니다.

에스테베스 대사는 유럽연합은 버마 국민과의 결속감을 표명하면서, 동시에 평화적인 시위와 언론자유를 위해 권리를 행사하고 있는 승려와 여승, 그리고 일반시민들에게 존경심을 나타내고자 한다며, 이들은 국제사회가 그들의 항의에 귀를 기울이고 있다는 것을 알아야 할 것이라고 말했습니다.

이브라힘 감바리 유엔 특사는 버마를 방문, 군부 최고 지도자인 탄 슈웨 장군을 면담했습니다. 그러나 버마 군사정부의 탄압은 여전히 계속되고 있습니다. 감바리 특사가 버마를 방문하는 동안과 그 이후에도 시위 가담자들에 대한 버마 정부의 심야 체포가 계속됐습니다.

미국의 샤리 빌라로사 버마주재 대리대사는 대사관 직원이 몇몇 사원을 방문해 보았지만, 버마군이 포위하고 있는 가운데 텅 비어 있었다고 말했습니다.

미국의 스콧 마르시엘 국무부 부차관보는 미국 상원 외교위원회에 출석한 자리에서, 지난 몇 년 간 미국의 접근방법은 버마 군사정부가 아웅산 수지 여사가 이끄는 민주적인 야당과 소수부족과 진정한 대화를 하도록 압력을 가함으로써 군사통치로부터 민간이 주도하는 진정한 정치 전환을 이루도록 국제적인 압력을 가하는데 초점이 맞춰져 왔다고 밝혔습니다. 이것은 바로 버마의 민주 야당들이 원하고 있는 것입니다.

The United Nations Human Rights Council has condemned the Burmese military junta's violent crackdown on peaceful demonstrations by Buddhist monks and opposition protesters. According to human rights groups, Burmese government forces killed as many as two-hundred protestors and arrested more than a thousand. The U-N Human Rights Council is urging the Burmese government to release all the people detained and is calling for an independent investigation of the human rights situation in Burma.

Portuguese Ambassador to the U-N Francisco Xavier Esteves [frahn-sis-ko Hah-VEE-eh Es-te-vez] submitted the Burma resolution on behalf of the European Union. He says the U-N Human Rights Council could not remain silent about the shocking events in Burma:

(ACT :18 DALET:POLICY/ACTUALITIES) "The European Union expressed solidarity with the Burmese people and its admiration for the demonstrations by monks, nuns, and other citizens who are exercising their rights for peaceful demonstration and freedom of speech. They should know that the international community is listening to their protests." (END ACT)

U.N. special envoy Ibrahim Gambari [ee-BRAH-heem GAHM-bah-ree] met Burma's military ruler General Than Shwe [TH-AHN SH-WEE]. But the repression continues. Nighttime arrests continued during and after Mr. Gambari's visit to Burma. The highest ranking U.S. diplomat in Burma, Shari Villarosa, says her staff visited several monasteries and found some of them empty, while others were surrounded by Burmese troops.

In a statement before the U.S. Senate Foreign Relations Committee, Deputy Assistant Secretary of State Scot Marciel said, "our approach over the past few years has focused on building international pressure on the regime to engage in a truly inclusive dialogue with the democratic opposition, led by Aung San Suu Kyi, and with the ethnic minority groups, leading to a genuine political transition from military rule to civilian-led democracy. This is what Burma's democratic opposition has said it wants."

The United States is calling on the Burmese government to cease its violent crackdown on peaceful demonstrators, immediately and unconditionally release all political prisoners, and begin a genuine dialogue with the Burmese people, including opposition groups. "Every civilized nation," said President George W. Bush, "has a responsibility to stand up for the people suffering under dictatorship." That includes the people of Burma.
