반기문 유엔 사무총장은 수단 다르푸르 지역의 폭력사태를 종식하고 정치적 해법을 모색하는 것을 유엔의 최우선 과제로 삼고 있다고 말했습니다. 반 총장은 11일 영국 런런의 민간연구소인 채텀하우스에서 행한 연설을 통해 기후변화에 대한 대처도 중요한 과제로 꼽았습니다. 좀 더 자세한 소식 전해드립니다.
반기문 유엔 사무총장은 기후변화는 앞으로 인류의 미래에 실제적인 영향을 미칠 중대한 문제라고 강조했습니다.
반 총장은 “기후변화는 인류가 직면한 도전이라는 점에 공감한다”면서 “오늘날 우리가 이 문제에 어떻게 대처했느냐가 우리 자신과 우리가 사는 이 시대는 물론 궁극적으로 지구의 미래를 규정하게 될 것”이라고 말했습니다.
따라서 전세계 지도자들은 새로운 사고를 갖고 역사적인 책임의식을 받아들여야 한다는 것이 반 총장의 지적입니다.
반 총장은 다르푸르 사태에 대해서도 강조했습니다. 반 총장은 “가장 심각한 문제 중 하나인 다르푸르 사태에 대해서 영국을 비롯한 전세계 많은 나라와 개인이 우려를 나타냈다"며 이는 다르푸르 주민들에게 도움이 되고 있다고 말했습니다.
반 총장은 이어 “다르푸르에서 심각한 인명피해가 계속 늘고 있는 것은 중대한 문제며, 전세계는 즉각적인 평화 진전 노력을 원하고 있다”고 말했습니다.
반 총장은 “다르푸르 주민들은 너무나 오랫동안 고통을 겪어왔고, 국제사회는 너무나 오랫동안 사태의 진전을 기다려왔다”고 말하고, 자신은 유엔 사무총장이 된 후 곧바로 다르푸르 사태 종식을 최우선 과제로 추진하고 있다고 밝혔습니다.
반 총장은 다르푸르의 폭력사태 해결을 위한 정치적 화해 노력의 필요성도 강조했습니다.
반 총장은 “군사적 행동은 효과적일지 모르지만 언제나 한계가 있다”면서, “정치적 대화와 함께 수단 내부에서의 화해, 특히 유연한 태도로 각자의 견해차를 극복하려는 정치적이고 확고한 노력이 있어야만 다르푸르 사태를 해결할 수 있다”고 말했습니다.

United Nations Secretary General Ban Ki-moon says stopping the killing and finding a political solution in the Darfur region of Sudan remain his highest priorities. In a speech at London's prestigious Chatham House research center, the U.N. chief said dealing with climate change is also among his priorities.
"Now let me take a few minutes about the very important issue of climate change. This is an agenda which really affects whole human kind in the many many many thousands of years to come. I'm convinced that this challenge and what we do about it will define us, our era, and ultimately our global legacy. It is time for new thinking. Leaders need to accept the historical responsibilities."
"First I must tell you one of the most serious issues, situations in Darfur. The United Kingdom and many people around the world have been expressing concerns and in fact have been trying to help those people in Darfur. The human toll of the ongoing crisis is devastating, and the world can no longer accept further delays in the peace process. The tragic cycle of violence has been allowed to continue for too long. I think people in Darfur have suffered too much. The international community has waited too long. Therefore, I put this Darfur situation as the highest priority issue on my agenda as soon as I became the secretary general."
"However, there is always a limitation. However military action may be effective, there is always a limitation. Unless they are accompanied by political dialogue and reconciliation amongst themselves and their own political will and determined will to overcome such differences of opinions out of their own spirit of flexibility."
