The U.S. Senate has voted to revive a controversial immigration bill backed by President Bush that would legalize millions of undocumented immigrants.
The Senate vote was 64 to 35 to resume debate and allow a vote on immigration reform. Sixty votes were needed in the 100-member chamber. A similar vote failed to pass the Senate earlier this month.
The vote was held on the Senate floor Tuesday on a procedural measure to keep legislation alive that was worked out by a bipartisan group of senators and leading members of the Bush administration.
It includes measures to improve border security and procedures to make sure workers are in the United States legally. It would give the estimated 12 million illegal immigrants already in this country the opportunity to apply for legal status.
Some conservative lawmakers strongly oppose the measure that would allow illegal immigrants to apply for permanent residence status, saying it amounts to amnesty. The measure also faces some opposition from labor unions, who say its temporary worker program will create an underclass of cheap labor.
