힐 차관보는 23일 도쿄에서 북한이 국제원자력기구 사찰단과 감시방식을 협의한 뒤 영변원자로 폐쇄를 시작할 것이라고 말했습니다. 국제원자력기구 사찰단은 26일에 북한에 도착할 예정입니다.
힐 차관보는 이번 주에 북한을 전격 방문했으며, 북한 관영 조선중앙통신은 힐 차관보의 북한 방문에 관해 긍정적으로 보도했습니다. 조선중앙통신은 북핵 6자 외무장관회담이 오는 8월초에 열릴 계획이라고 말했습니다. 북한은 마카오 방코델타아시아 은행에서 동결된 북한 자금 2,500만달러를 인수하는 대로 영변원자로를 폐쇄할 것이라고 말해 왔습니다.
이 자금은 곧 북한에 인계될 것으로 보입니다. 러시아 외무부 는 오늘 이 북한자금이 러시아 상업은행에 이체됐다고 밝혔습니다. 러시아 언론들은 이 자금이 오는 25일까지 북한에 완전히 이체될 것이라고 한, 관계자들의 말을 인용, 보도했습니다.

The top U.S. nuclear envoy says he expects North Korea to shut down its main nuclear reactor within three weeks, and that nuclear negotiators will resume the six-party talks in July.
(Assistant Secretary of State) Christopher Hill said in Tokyo today (Saturday) that North Korea agreed to begin the shutdown after it discusses the monitoring process with United Nations nuclear inspectors.
Those U.N. inspectors are scheduled to arrive in Pyongyang Tuesday.
Hill made a rare visit to North Korea this week, and North Korea's state news agency was upbeat about the visit. It said there are plans for the six nations' foreign ministers to meet in early August.
Pyongyang has said it will close its nuclear program only after receiving about 25 million dollars in funds that were frozen in a Macau bank. The funds are expected soon to be returned to Pyongyang.
Russia's Foreign Ministry said today that the funds have been transferred to a Russian commercial bank. Russian media have quoted officials there who say the process will be complete on Monday.
