국제사면위원회 ‘북한, 인권침해 여전’ (E)


영국 런던에 본부를 둔 세계 최대 인권단체인 국제사면 위원회는 공포의 정치 때문에 전세계적으로 인권침해가 더욱 악화되고 전세계가 위험할 정도로 분열되고 있다고 말했습니다.

국제 사면위원회는 연례보고서에서 특히 미국과 동맹국들은 테러와의 전쟁과 이라크 전쟁 수행 중에 인권유린을 자행함으로써 국제관계에 심오한 분열을 조성했다고 비난했습니다. 국제사면위원회는 또 부시 행정부가 테러에 대한 무자비한 대응으로 회교도와 비회교도들간의 불신을 심화시켰다고 지적했습니다.

한편, 북한에서는 “식량권과 생명권을 포함한 인권 침해가 여전하다”고 보고서는 지적하고 “작년 몇 차례의 대형 홍수로 인해 농작물의 수확이 감소해 같은 해 10월 기준으로 12%의 북한 주민들이 굶주리고 있는 것으로 조사되는 등 식량난이 더욱 심각해졌다"고 말했습니다.

보고서는 “10만여명의 탈북자들이 추방에 대한 공포 속에 중국에 숨어 지내고 있으며 이 중 150~300명 정도의 탈북자들이 매주 북한으로 송환되고 있다"고 지적했습니다.

Amnesty International says the politics of fear are fueling human rights abuses globally, and creating a dangerously divided world.

In its annual report, the London-based human rights group singles out the U.S. and its allies for contributing to rights abuses during their efforts to fight terrorism and during the Iraq war. Amnesty says those actions have created deep divisions that "cast a shadow on international relations."

The report calls the Bush administration "breathtakingly shameless" in its response to terrorism, saying it has deepened mistrust between Muslims and non-Muslims.

The rights group berated Sudan for human rights abuses in Darfur, calling the region "a bleeding wound on world conscience." It also said the U.N. Security Council is dysfunctional in dealing with Darfur, saying some of its members are making deals with Sudan that undermine efforts to stop violence there.

Amnesty also highlighted abuses in Russia, Zimbabwe, Colombia, Afghanistan and China.
