Democratic leaders in U.S. House of Representatives are pushing a new spending bill to fund the war in Iraq through July.
The plan, announced Tuesday, would initially provide 40-billion dollars for operations in both Iraq and Afghanistan. However, President Bush would be required to show that Iraq was making political or military progress before additional funds were released.
Last week Mr. Bush vetoed a 124-billion dollar spending bill because it included a timeline to withdraw troops from Iraq.
White House spokesman Tony Snow calls the new proposal a "stop and start measure" that prevents commanders from making effective plans. Senate Republican leader Mitch McConnell says it would make the funding process "highly confusing and disruptive."
