부시 대통령은 24일 의회의 민주당 지도부가 전비법안에 철군시한을 삽입하기로 한데 대해 실망했다고 말했습니다. 부시 대통령은 철군시한은 미군 장군들의 손발을 묶어놓고 미국의 적들을 더욱 대담하게 만들어줄 것이라고 지적했습니다.
하원과 상원의 민주당 지도자들은 23일 오후에 한 절충안에 합의했습니다. 이 법안은 부시 대통령이 금년 10월부터 이라크에서 미군을 철수시키기 시작해 내년 3월까지 철군을 완료하도록 요구하고 있습니다.
이 법안은 의회의 양원에서 공식적으로 승인을 받아야 합니다.

President Bush has again promised to veto any war spending bill for Iraq and Afghanistan that includes a timeline for withdrawing U.S. troops.
Mr. Bush said today (Tuesday) he is disappointed that the Democratic leadership in Congress has chosen to push forward a timeline for a troop withdrawal from Iraq. He said a deadline would, in his words, "handcuff our generals" and embolden U.S. enemies. And he said leaving Iraq now would increase the probability that U.S. troops would one day have to return there.
Late Monday, Democratic leaders in the House and Senate informally agreed on a compromise bill. That bill asks President Bush to start withdrawing U.S. troops from Iraq by October first of this year with a goal of pulling out most forces by March.
The bill must be formally approved by both houses of Congress.
