'이라크내 병력 효력있다' - 부시 대통령 (Eng)


이번 달로 이라크가 사담 후세인 전 대통령의 폭군정치에서 해방된지 4주년이 됐습니다. 이라크 국민들은 자유를 얻은 이래 민주주의 체제를 구축하는 과정을 시작했습니다. 하지만 이들은 이라크내에서 내전을 일으키려하는 회교 극단주의자들이라는 잔혹한 적에 여전히 직면해 있습니다. 조지 부시 미국 대통령은 이라크 국민의 대다수는 극단주의자들을 지지하지 않는다고 말했습니다.

부시 대통령은 “이라크 국민들이 제대로 기능하는 민주주의 체제를 구축하도록 돕는 작업이 필요하다”고 말했습니다. 부시 대통령은 “평화와 보안 속에서 살고자 하는 중도성향의 이라크인들이 중동지역의 잠재성을 볼 수 있도록 하기 위해 이같은 작업이 필요하다”고 설명했습니다. 부시 대통령은 “적은 뿌리내린 자유의 영향력을 이해하고 정치적 목적을 이루기 위해서라면 무고한 사람들의 생명까지 앗아갈 의지가 있기 때문에 이라크의 민주주의 구축을 지원하는 것은 그만큼 어려운 작업”이라고 말했습니다.

이같은 소수의 폭력적인 회교 극단주의자들은 이라크를 테러주의자들의 기지로 삼고 이를 기반으로 중동지역의 이념적인 전쟁을 일으키려하고 있습니다. 극단주의자들은 민주주의 국가로서 거듭날 수 있는 이라크의 잠재성에 위협을 느껴 테러 공격을 한층 강화했습니다. 미국은 이라크 수도 바그다드내 폭력사태가 걷잡을 수 없을 만큼 확산되는 것을 막기 위해 미군 병력을 추가로 배치했습니다. 부시 대통령은 이라크 정부는 이제 일어서서 강경한 정치적 결단을 내릴 때가 됐다고 말했습니다. 미국 정부는 이미 바그다드에 추가병력을 파견하고 이라크의 재건노력을 위해 100억 달러를 투입하기로 약속했습니다. 하지만 이라크 정부는 자국의 석유수입을 국민들에게 분배하기 위한 법안을 아직도 추진하지 않고 있습니다. 이라크의 탈-바트화 법안도 개정돼야 합니다. 예를 들면, 회교 수니파 교사들은 현재 교단에 서는 것이 금지돼 있는데 이들의 복직이 허용돼야 합니다. 탈-바트화 정책은 후세인 전 대통령이 집권했을 당시 권력기반의 한 축을 이뤘던 바트당 간부들을 배제하는 정책입니다.

부시 대통령은 이라크내 병력증대 방안이 효력을 발휘하고 있다는 고무적인 신호들이 있다고 말했습니다. 바그다드내 미군과 이라크, 그리고 연합군 병력의 증대 덕에 많은 지역들에는 24시간 보안체계가 갖춰져 있습니다. 이와 함께 미군 병력은 이라크 군이 치안권을 넘겨받도록 하기 위해 계속해서 훈련과 장비를 제공하고 있습니다. 미군이 이라크에서 계속 주둔함으로써 이라크인들은 지속가능한 민주주의를 개발하고 이라크를 폭군정치로 돌이키려는 세력을 물리치기 위한 시간을 벌고 있습니다.

This month [April] marks four years since the liberation of Iraq from the tyrannical rule of Saddam Hussein. Since gaining their freedom, the Iraqi people have begun the process of building a democracy. But they still face a brutal enemy -- Islamic extremists -- whose goal it is to ignite a civil war. The vast majority of Iraqis do not support the extremists, said President George W. Bush:


"I think its necessary work to help them [Iraqi people] establish a functioning democracy. It's necessary because it is important for the moderate people -- people who want to live in peace and security -- to see what is possible in the Middle East. It is hard work because we face an enemy that understands the consequences of liberty taking root, and are willing to kill innocent lives in order to achieve their political objectives."

It is this violent minority of Islamic extremists that want to turn Iraq into a terrorist base from which to launch an ideological war in the Middle East. Threatened by the potential for a democratic state in Iraq, they have stepped up their terrorist attacks. To prevent the violence in Baghdad from spiraling out of control, the U.S. has sent reinforcements to the Iraqi capital.

And now, said President Bush, it is time for the Iraqi government to stand up and make some tough political moves. Already, the government has sent additional troops to Baghdad and has committed ten-billion dollars to Iraq's reconstruction. But the Iraqi government has yet to move ahead with a law that will allow oil wealth to be shared by the Iraqi people. The de-Baathification law also needs to be changed. Sunni teachers, for example, are currently banned from teaching and should be allowed back in the classroom.

There are encouraging signs that the troop build-up is working, said President Bush. As a result of the increase of U.S., Iraqi, and coalition troops in Baghdad, many neighborhoods now have a twenty-four hour security presence. At the same time, U.S. troops continue to train and equip Iraqi troops so they can take over the job of securing the peace.

The continued U.S. presence in Iraq is giving the Iraqi people time to develop a sustainable democracy and defeat those who would return the country to tyranny.
