인도네시아의 새로운 삼림관리 계획에 환경단체들 강력반발 (Eng)


인도네시아 정부는 5백만 헥타르의 삼림지역을 벌목지대로 개발하는 새로운 삼림관리 계획을 추진하고 있습니다. 그리고 세계은행은 인도네시아 당국의 새로운 삼림관리 계획을 지지하고 있습니다. 그러나 환경보호 단체들은 새로운 삼림관리 계획이 농촌 지역사회를 파괴하고 멸종위기 삼림에 대한 위협이 되며 농촌지역에서 대립국면을 초래한다고 경고하면서 세계은행이 이 계획을 지지하는 것에 대해 비난하고 있습니다.

W-A-L-H-I는 새로운 삼림관리 계획이 생물 다양성을 잠식하고 토양을 오염시키며 삼림에 의존해 살고 있는 주민들이 쫓겨나도록 만든다고 지적하며 강력히 반대하고 있습니다. 세계은행은 1985년부터 2004년까지 이번과 유사한 삼림관리 계획을 지지했었는데 그 결과는 원목의 과잉공급과 부패 확대를 초래했다고 WALHI는 지적합니다. 파라 소파, WALHI 대변인은 과거의 삼림관리 계획이 성공을 거두지 못한 것에 비추어 이번의 새로운 계획이 목적으로 하는 효과를 나타낼 리가 없다고 말합니다.

실제로 당시의 삼림관리 계획은 충분한 일자리를 창출하지 못했을뿐만 아니라 삼림에 의존해온 지역 주민들의 생계를 박탈했다고 소파 대변인은 지적합니다.

또한 벌목지대 조성은 주민들의 토지소유권을 둘러싼 분쟁을 일으켰고 벌목업계를 대신해 군이 개입하는 현상을 초래했다고 소파 대변인은 아울러 지적합니다. 그러나 재생회복하는 벌목업은 일자리 창출과 인도네시아 열대 삼림을 보존하게 된다는 것이 이를 지지하는 세계은행의 주장입니다. 또한 이 계획은 인도네시아에서 황폐된 2천5백만 헥타르의 토지를 회복시키는 것을 목적으로 하고 있다는 것입니다. 영국 국토면적의 약 절반에 해당하는 삼림지대의 벌목관리로 불법 벌목을 막은 것이 보존성과를 가져왔다고 인도네시아 주재 세계은행 담당관 앤드루 스티어씨는 평가합니다.

앤드르 스티어씨는 세계은행도 환경적, 사회적 우려에 대해 WALHI와 공감하며 그렇게 될 수도 있음을 인정한다면서 그러나 이미 황폐된 토지를 단지 위험을 무릅써야 하는 우려 때문에 그대로 내버려 둬야 한다는 견해에는 강력히 반대한다고 말합니다.

그리고 무엇보다도 인도네시아의 빈곤해소가 시급한 과제라는 것을 감안하지 않을 수 없다는 것입니다.

환경보존 단체들은 지난 50년 동안 인도네시아 열대 삼림의 거의 40퍼센트가 벌목으로 사라졌다는 사실을 지적하며 지금과 같은 비율로 벌목이 계속되면 저지대 삼림은 2010년쯤 사라지고 말 것이라고 경고합니다.

인도네시아의 새로운 삼림관리 계획은 인도네시아 정부 당국의 요청에 따라 세게은행이 지난 2006년 6월에 초안으로 마련한 것입니다. 그러나 세계은행은 삼림관리의 전략적 개요만을 제시하고 이 계획을 시행을 위한 재정은 지원하지 않습니다.

INTRO: Environmental groups have criticized the World Bank for a forest management plan in Indonesia that they say will destroy farming communities, threaten endangered forests, and fuel conflicts in rural areas. As Chad Bouchard reports from Jakarta, World Bank officials say the plan will lead to a sustainable logging industry.

TEXT: Environmentalists lashed out at the World Bank for endorsing Indonesia's plan to establish five million hectares of new timber plantations over the next three years.

World Bank officials said in a report this week that the forestry initiative would create jobs and preserve endangered tropical forests.

But Farah Sofa, campaign director for Indonesia's largest environmental group, WALHI, says vast plantations in Sumatra and Borneo would erode biodiversity, pollute the soil, and displace people who depend on the forest for their livelihood.

Sofa says similar plans supported by the World Bank from 1985 to 2004 resulted in a surplus of supply and an increase in corruption.

"So I think if at that time it doesn't work, I don't see why it'll work now. Actually the industrial plantation doesn't create enough jobs. In fact, it makes more people lose their livelihoods. And those who lose their livelihoods are those who depend on forest resources."

Sofa adds that timber plantations have created communal conflicts over land rights, and led the Indonesian military to intervene on behalf of companies.

The World Bank's top official in Indonesia, Andrew Steer, says a sustainable logging industry is the key to creating jobs and preserving tropical forests in the country.

He says the plan aims to rehabilitate part of the 25 million hectares of wasted land in the country, an area about the size of the United Kingdom, and curb illegal logging.

"We share the view of WALHI that there'd need to be a lot of environmental and social sort of concerns taken into account, and we think that can happen. But we strongly disagree with the view that wasteland should be left waste simply because we're afraid of risks. I mean we believe that it is urgent to address poverty in this country."

Conservationists say at least 40 percent of Indonesia's tropical forest has been cut over the past 50 years, and at the current rate of consumption the remaining lowland trees will disappear by 2010.

At Indonesia's request, the World Bank drafted a forestry plan in June 2006. This week's report updated the strategic outline, but the World Bank will not fund implementation of the plan. (Signed)
