UNDP, 3월부터 대북한 현금지급 중단 (Eng)


유엔개발계획 UNDP가 북한에 대한 현금지급을 오는 3월 1일 부터 중단하기로 했습니다. 이는 미국이 UNDP의 대북한 지원 자금 가운데 수천만 달러가 불법 전용됐다고 주장한데 따른 것입니다. 이에 대해 반기문 유엔 사무총장은 모든 유엔 구호기관에 대한 외부 감사를 요청하고 있습니다. 좀 더 자세한 소식입니다.

유엔 주재 미국 대표부는 이번 주 유엔개발계획 UNDP에 보낸 서신에서 UNDP의 대북한 지원 사업들이 북한의 김정일 정권을 돕는데 조직적으로 이용되고 있다고 주장했습니다.

마크 월리스 (Mark Wallace) 유엔주재 미국 차석대사가 서명하고 미국의 소리 방송 VOA가 확보한 이 서신 복사본은 지난 1998년 부터 지금까지 수천만 달러가UNDP 이사회의 승인아래 북한 정권으로 흘러들어갔을 가능성을 제기하고 있습니다.

이같은 주장은 미국의 일간지 ‘월스트리트 저널’에 의해 19일 처음 보도됐습니다. 한국의 외교통상부 장관 출신인 반기문 유엔 사무총장은 이 문제를 논의하기 위해 애드 멜커트 (Ad Melkert) UNDP 총재보와 긴급 회동했습니다. 미셸 몽타스 (Michelle Montas) 총장 대변인은 반 총장은 미국의 주장에 따라 유엔의 모든 구호기관들에 대한 포괄적인 외부 조사를 실시할 것을 촉구했다고 밝혔습니다.

몽타스 대변인은 “반 총장은 유엔의 모든 기금과 프로그램들이 세계 각국에서 행하는 모든 활동에 대해 전면적인 외부조사를 실시할 것을 촉구할 것”이라고 말했습니다.

UNDP의 멜커트 총재보는 19일 기자들에게 UNDP 감사원들이 지난 1999년에 대북한 지원사업에 관한 여러 의혹들을 제기했었지만 이에 대한 어떠한 조치도 취해지지 않았었다고 밝혔습니다. 그는 북한 주민들이 극심한 인도주의적 위기에 직면해있고 북한 정권이 유엔의 대북한 감독을 허용하지 않았기 때문에 UNDP 이사회는 사업을 원래대로 계속 추진할 수 밖에 없었다고 해명했습니다.

멜커트 총재보는 많은 나라들에서 정부가 협상 동반자라는 점은 모든 사람들이 잘 알고 있는 사실이라면서 따라서 역사적인 전후관계가 그만큼 중요하다고 말했습니다. 그는 UNDP 이사회는 북한을 둘러싼 여러 현안들을 잘 알고 있었다고 덧붙였습니다.

멜커트 총재보는 반 총장에게 상황을 보고한 뒤UNDP의 지원사업이 정부의 이익을 위해 전용되지 못하도록 막기 위해 여러 행정상의 시정을 지시할 것이라고 말했습니다.

멜커트 총재보는 정부와 국가적인 동반자, 지역 사원 그리고 판매원에 대한 현금 지급을 늦어도 3월 1일을 기해 전면 중단할 것이라고 밝혔습니다.

한편, 이날 일부 미국 의원들은 김정일 정권이 유엔의 지원자금을 너무나도 쉽게 전용할 수 있었다는데 대해 분노를 터뜨렸습니다. 미 하원 외교위원회 소속 일리아나 로스-레티넌 (Ileana Ros-Lehtinen) 공화당 의원은 성명을 통해 북한의 김정일 정권은 UNDP의 지원자금으로 주민들을 먹여살리는게 아니라 핵무기 계획에 이용하고 있을 것이라고 비난했습니다.

UNDP는 유엔의 주요 개발담당 기관으로 연간 예산은 약 40억달러에 달합니다.

The United States is accusing the U.N. development agency of allowing North Korea to illegally divert tens of millions of dollars in humanitarian aid funds for its own use. VOA's correspondent at the United Nations, Peter Heinlein, reports Secretary-General Ban Ki-moon is asking an external audit of all U.N. aid agencies.


The U.S. mission to the United Nations sent a letter this week to the U.N. Development Program, charging that the agency's North Korea projects have been systematically used to benefit of the Kim Jong Il regime.

A copy of the letter signed by the U.S. ambassador for U.N. management and reform, Mark Wallace, and obtained by VOA suggests that tens of millions of dollars may have been illegally diverted to North Korea's coffers since 1998, with the complicity of the U.N.D.P. board of directors.

The story was first reported in Friday's edition of The Wall Street Journal newspaper.

Ambassador Wallace was not available Friday, and a U.S. mission spokesman declined to comment on the allegations. But U.N. Secretary-General Ban Ki-moon, a former South Korean foreign minister, met urgently with U.N.D.P. Associate Administrator Ad Melkert to discuss the matter.

Mr. Ban has pledged to make the world body more accountable in the wake of damaging revelations of corruption in the Iraq oil-for-food program. The organization's reputation was also battered by cases of sexual abuse among peacekeeping troops.

Spokeswoman Michele Montas says Mr. Ban responded to these latest charges by calling for a comprehensive audit of all U.N. aid operations.

"The secretary-general will call for (an) urgent system-wide and external inquiry into all activities done around the globe by the U.N. funds and programs."

The U.N.D.P.'s Melkert told reporters Friday the agency's auditors had raised questions abut the North Korea operation as early as 1999, but that no action was taken. He said in the context of the extreme humanitarian crisis facing ordinary North Koreans, and the government's refusal to accept U.N. oversight, the agency's board of directors had little choice but to go along.

"Everybody was very well aware -- that's why this historic context is important -- that in a number of countries, the government is a negotiation partner, and the board was very much aware of those issues that were around in North Korea."

After briefing Secretary-General Ban, Melkert said he was ordering several administrative changes aimed at preventing governments from perverting aid programs to their own advantage.

"All payments in hard currency to governments, national partners, local staff and local vendors will end, and we have set a date of, at the latest, first March."

Several Members of Congress Friday expressed outrage that Kim Jong Il's government had been able to manipulate the U.N. aid programs so easily.

Congresswoman Ileana Ros-Lehtinen, the senior Republican on the House Foreign Affairs Committee, issued a statement saying, "as far as anyone knew, he is using the money to pay for his nuclear weapons program instead of feeding his people."

On Friday, a U.N. diplomat, who requested anonymity, noted that the case was similar in some respects to the Iraq oil for food scandal. An inquiry into that case showed that Saddam Hussein's government had been able to manipulate that humanitarian program to earn billions of dollars in defiance of Security Council sanctions.


The U.N. Development Program is the world body's main development agency, with an annual budget estimated at four billion dollars.
