반기문 유엔 사무총장이 올해 초 취임한 이래 유엔과 미국의 관계가 전임 코피 아난 사무총장 때와는 달리 나아질 조짐을 보이고 있습니다. 하지만 반 총장은 유엔의 이라크 개입을 확대하라는 부시 대통령의 요구를 계속 거부하고 있습니다. 좀더 자세한 소식 전해드립니다.
반기문 사무총장은 지난 16일 워싱턴을 방문해 조지 부시 대통령과 미 의회 지도자들을 잇따라 만났습니다. 반 총장은 면담 결과에 만족을 표시하면서 유엔 전체예산의 약 4분의1을 부담하는 미국과 유엔의 관계 개선 필요성을 강조했습니다.
반 총장은 부시 대통령과 미 의회 지도자들에게 한때 유엔과 미국의 관계가 불편했던 때가 있었지만 지금은 앞으로 나아가야 할 때임을 강조했다면서, 유엔과 미국이 상호 협력적인 관계를 이뤄나가게 될 것으로 확신한다고 말했습니다.
반 총장은 그러나 유엔과 미국의 관계개선과 유엔의 이라크 개입 확대는 다른 문제라고 말했습니다. 유엔은 현재 이라크 수도 바그다드와 그 주변도시에 약 1백명의 직원을 파견하고 있습니다. 반 총장은 부시 대통령이 이라크 문제와 관련한 유엔의 추가적인 지원을 요청했다면서, 하지만 유엔의 이라크 개입은 현지의 치안 문제 때문에 제약을 받고 있다고 말했습니다.
반 총장은 자신은 부시 대통령에게 유엔의 이라크 내 활동이 현지의 치안상황 때문에 큰 제약을 받고 있지만 앞으로 참여와 역할을 늘이기 위해 계속 노력할 것이라고 말했다고 밝혔습니다. 반 총장은 유엔은 이라크 내 역할을 강화할 수 있으면 언제든 그렇게 해왔고 또 앞으로도 그럴 것이지만 이같은 일이 치안에 대한 우려 때문에 큰 제약을 받을 것이라고 말했습니다.
반기문 사무총장은 부시 대통령과 미 의회 지도자들에게 유엔의 평화유지 활동에 대한 미국 정부의 자금지원과 관련해 제약을 풀어줄 것을 요청했다고 밝혔습니다. 미국은 유엔의 평화유지 활동비의 6.7%인 47억 달러를 부담하도록 돼 있지만 미 의회는 부담액의 상한을 25%로 규정하고 있습니다.
반 총장은 이같은 차이로 인해 유엔의 평화유지 활동이 어려움을 겪고 있다고 말했습니다.
반 총장은 평화유지 활동 예산 부담과 관련한 미국의 방침 때문에 매년 1억5천만 달러에서 2억 달러가 부족한 실정이라면서, 이런 상황이 누적될 경우 평화유지 활동을 원활히 수행하는데 어려움이 조성될 것이라고 말했습니다.
한편 반 총장은 부시 대통령 면담 후에 왜 그를 `위대한 지도자’로 지칭했는지를 묻는 질문에 `왜 그런 질문을 하는지 궁금하다’고 반문했습니다. 반 총장은 국가원수에게 합당한 예우로 지칭하는 것은 외교관례라면서, 질문을 하기에 앞서 이런 점을 이해하기 바란다고 말했습니다.

U.N. Secretary-General Ban Ki-Moon is signaling a warming trend in the world body's relationship with the United States. Those ties were sometimes frosty under Mr. Ban's predecessor, Kofi Annan. But as VOA's correspondent Peter Heinlein reports, Mr. Ban is resisting President Bush's call for greater U.N. involvement in Iraq.
The secretary-general returned from an overnight trip to Washington expressing satisfaction with his meetings with President Bush and Congressional leaders. He said he had emphasized better ties between the world body and the country that provides roughly a quarter of its operating budget.
//BAN// What I stressed during meeting with President Bush and all Congressional leaders is that while there was a time when relationship between the United Nations and the U.S. was not easy, but it is time now to look for better days between the United Nations and the U.S. and I'm quite confident that we will see better days and mutually cooperative relationship.
But Mr. Ban said those 'better days' do not yet extend to greater U.N. involvement in Iraq. The world body currently has about 100 employees in and around Baghdad, protected by a force of 200 guards. The secretary-general said President Bush had asked for more U.N. support during their meeting Tuesday, but said the organization's involvement is limited by security concerns.
//BAN// I told President Bush that since UN's presence and operation in Iraq is largely constrained by the situation on the ground, I mean the security concerns, but we will try to continue to participate and increase our role in Iraq. The United Nations has been and will continue whenever, and whever we can to increase our presence, but that will be largely constrained by security concerns.
Mr. Ban said he asked President Bush and Congressional leaders to lift a U.S. spending cap on contributions to U.N. peacekeeping operations. The world body assesses Washington's share of the four-point-seven billion dollar global peacekeeping budget at 26-point-seven percent. But Congress has set a cap of 25-percent. The secretary-general says the difference is hampering U.N. peacekeeping efforts.
//BAN// There is a shortage of two percentage points shortfall which will result in, annually, 150-million or 200-million dollars shortage of American contribution which will, if it is accumulated, create difficulty and constrain in smoothly carrying out peacekeeping operations.
As he returned to headquarters Wednesday, the secretary-general was asked to explain why he had referred to President Bush as a "great leader" during his Washington visit. In reply, Mr. Ban said he wondered why the question was being asked.
He said "in diplomacy, it is appropriate to address a head of state with due respect". He added "I hope you understand these diplomatic practices".
