독일을 방문 중인 콘돌리자 라이스 미 국무장관은 17일, 북한이 비핵화 조치를 이행한다면 이는 북한과 미국 간의 관계정상화로 이어질 것이라고 말했습니다.

라이스 장관의 이 같은 발언은 북미 간의 관계정상화 가능성을 미 정부의 고위 관리가 공식 확인했다는 데 의미를 둘 수 있습니다.

미국의 새로운 이라크 정책에 대한 설득을 위해 중동지역을 순방하고 17일 독일 베를린에 도착한 콘돌리자 라이스 국무장관은 도착 즉시 북 핵6자회담의 미국측 수석대표인 크리스토퍼 힐 국무부 동아시아태평양 담당 차관보로부터 김계관 북한측 수석대표와의 회동결과를 보고받았습니다.

힐 차관보는 김계관 북한 외무성 부상과 16일과 17일 베를린 주재 미국대사관과 북한대사관에서 각각 회담한 데 이어 18일에도 사흘째 회담을 계속하고 있습니다.

힐 차관보는 6시간 남짓 열린 첫 날 회담 후 북 핵6자회담의 교착상태를 타개하기 위해 가진 김계관 부상과의 대화가 유용했다고 평가했습니다.

북한대사관에서 열린 이틀째 회동은 약 1시간 30분만에 끝났는데 이는 라이스 장관에게 회담 결과를 보고하기 위한 때문이었던 것으로 알려졌으며 , 이 시간 현재 세 번째 북미 간 접촉이 이뤄지고 있습니다.

라이스 장관은 프랑크-발터 슈타인마이어 독일 외무장관과 가진 공동 기자회견에서 이번 북미접촉은 차기 6자회담의 보다 실질적인 진전을 위한 초석을 마련하기 위한 노력의 일환이라고 말했습니다. 미국측은 차기6자회담이 이달 말께 재개되기를 희망하고 있습니다.

라이스 장관은 기자회견에서, 지난 2005년 베이징 6자회담에서 채택된 공동성명 이행이 미국과 북한 간의 관계정상화로 가는 길을 열어줄 것이라고 말한 앞서 힐 차관보의 발언을 확인했습니다.

라이스 장관은 북한의 비핵화 이행이 미국과 북한 간의 관계정상화로 이어질 것이라는 점은 지난 20005년 6자회담 참가국들이 합의한 9.19 공동성명에 분명히 명시돼 있다면서, 그러나 이는 완전하고 검증가능하며 되돌릴 수 없는 한반도 비핵화의 이행이라는 맥락 안에 있는 것이라고 강조했습니다.

9.19 공동성명에서 북한은 회담 주최국인 중국과 미국을 비롯해 한국과 일본,러시아 등 관련국들로부터 체제보장과 식량과 에너지 등 경제지원을 받는 대가로 핵개발 계획을 포기한다는 원칙에 합의했습니다. 그러나 북한의 불법 금융활동 혐의와 관련해 미국이 가한 금융제재에 대해 북한이 불만을 제기하면서 북 핵6자회담은 더 이상 진전을 보지 못한 채 교착상태에 빠져있습니다. 북한은 이후 1년여만인 지난해 12월 회담에 복귀했지만 미국의 대북한 금융제제 조치 해제만을 요구했을 뿐 핵 문제에 대한 논의는 아예 거부했습니다.

힐 차관보는 라이스 장관의 베를린 도착 전 가진 기자회견에서

이제 북한은 언제 회담을 재개할 것인지 중대한 선택을 해야 한다고 말했습니다.

힐 차관보는 지난해 10월 9일 북한이 핵실험을 강행한 이래 국제사회는 북한의 핵 계획은 용납될 수 없다는 점을 분명히 밝혀왔다면서, 이제 북한은 핵무기를 계속 보유할 것인지, 아니면 국제사회의 일원이 될 것인지 결단을 내려야 하는 중대한 갈림길에 와 있음을 깨닫는 것이 매우 중요하다고 강조했습니다.

힐 차관보는 또 미국은 북한과 북한주민들에 아무런 적대감도 없으며, 9.19공동성명의 성실한 이행과 함께 북한과의 관계정상화가 이뤄지기를 바라고 있다고 말했습니다

힐 차관보는 이와 함께 북 핵6자회담의 최대 걸림돌로 남아 있는 방코델타아시아(BDA) 문제 해결 방안을 논의하기 위한 북미 간 실무협의가 오는 22일 뉴욕이나 베이징에서 열릴 것이라고 말했습니다.

힐 차관보는 19일 북 핵 문제 협의를 위해 서울을 방문하는 데 이어 중국과 일본을 차례로 방문할 예정입니다.

한편 미국이 북 핵6자회담 재개를 위해 BDA 북한계좌 동결을 선별적으로 해제할 것이라는 일부 보도가 나오고 있는 가운데 미국 재무부는 17일 대북 금융제재는 협상대상이 아님을 분명히 했습니다.

미 재무부의 모리 밀러와이즈 대변인은 북한과 금융제재 문제를 논의하는 것은 협상을 하는 것이 아니라 북한이 금융체제를 불법적으로 이용하는 것에 대한 국제사회의 우려를 논의하는 계기를 마련하는 것이라고 말했습니다.

톰 케이시 미 국무부 부대변인도 문제는 미국이 얼마만큼 법을 바꾸고 금융제재 정책을 바꿀 것인가 하는 것이 아니라면서 한국이나 일본, 중국 정부 등도 북한의 불법 금융활동을 바람직하게 여기지는 않을 것이라고 말했습니다.

이런 가운데 존 볼튼 전 유엔주재 미국대사는 김정일 정권이 붕괴돼야 북한 핵 문제가 해결될 수 있다면서 6자회담은 실패했다고 주장했습니다. 볼튼 전 대사는 17일 도쿄에서 가진 기자회견에서, 북 핵 문제의 유일한 해결책은 현실적으로 북한의 체제붕괴와 한반도의 평화통일 뿐이라고 강조하고, 이를 위해서는 북한에 대한 경제적 압박 강화와 대량살상무기 확산방지 조치를 적절히 구사해야 한다고 말했습니다.

볼튼 전 대사는 또 6자회담을 계속해도 북한의 핵포기 합의를 얻어낼 수는 없을 것이라면서, 미국과 일본은 6자회담을 포기하고 다음 수단을 검토해야 할 때라고 주장했습니다.

U.S. Secretary of State Condoleezza Rice said in Berlin Thursday an accord ending North Korea's nuclear program would lead to normal relations between the United States and Pyongyang.

The chief U.S. negotiator to the Chinese-sponsored six-party nuclear talks held a two-day set of meetings with his North Korean counterpart in the German capital. VOA's David Gollust has details from Berlin.

Rice arrived in Berlin from a Middle East mission and went immediately to a briefing from Assistant Secretary of State for East Asian Affairs Christopher Hill on his meetings here with his North Korean counterpart, Kim Gye-Gwan.

Hill had bilateral meetings with the senior North Korean diplomat before within the context of the six-party talks in Beijing, but the closed-door sessions here Tuesday Wednesday were the first of their kind outside of the Chinese venue.

At a joint news conference with German Foreign Minister Frank-Walter Steinmeier, Rice framed the Berlin meetings as part of a broader effort by Hill to prepare the way for a more favorable atmosphere for the next round of six-way talks, which U.S. officials hope can resume later this month.

Under questioning Rice said she agrees with an earlier assertion by Hill that an accord ending the North Korean nuclear program would open the way to normal bilateral ties:

///Rice/// "This is anticipated, of course, in the joint statement that was signed at the six-party talks back in September of 2005, when it was envisioned that the denuclearization of the Korean peninsula would lead to bilateral - a normalization - of relations between the United States and the D.P.R.K. (North Korea), between Japan and the D.P.R.K. Of course other states already have normal relations. But it is very clearly in the context of the denuclearization -- complete, verifiable denuclearization -- and I should say irreversible denuclearization of the Korean peninsula."

In the September 2005 understanding, North Korea agreed in principle to end its nuclear program in exchange for aid and security guarantees from the other parties, which include South Korea, Japan and Russia as well the United States and host China.

The negotiations broke off shortly thereafter, however, with North Korea complaining of economic penalties the United States imposed because of alleged North Korean counterfeiting of U.S. currency and other illicit activity.

North Korea returned to the bargaining table in December after a break of more than a year but reportedly wanted to discuss only its demand that the U.S. sanctions be lifted. In a talk with reporters in Berlin before Secretary Rice's arrival, U.S. delegate Hill said North Korea has a big choice to make when the negotiations resume again:

///Hill/// "I think it is very important that the North Koreans understand that they really have come to a crossroads. They really have come to a point where they have to decide, do they want nuclear weapons or do they want a future in the international community, because the international community since October 9th - the day that North Korea exploded a nuclear device - has made very clear that the North Korean nuclear program is simply unacceptable."

Hill said the United States has no hostile intentions toward North Korea and no animosity toward its people and looks forward, consistent with its obligations under the 2005 accord, to having a normal relationship with Pyongyang. The U.S. envoy is due in Seoul for consultations Friday and is to go on to Beijing and Tokyo.
