미국측 협상대표, 한-미 FTA 전망 낙관 (Eng)


미국의 고위 협상대표는 한국과 미국간 자유무역협정 협상에서 쉽게 풀리지않을 일련의 핵심 난제들이 남아 있음에도 불구하고 앞으로 몇 주 안에 협상이 타결될 수 있을 것으로 여전히 낙관하고 있습니다.

그러나 정치적으로 중대한 미국대통령의 신속협상권한, 즉 TPA 만료 시한이 다가오는 가운데 미국의 웬디 커틀러 수석 대표는 미국산 자동차에서 부터 쇠고기에 이르기까지 아직도 여러 쟁점들이 미 결로 남아있다고 경고했습니다. 서울에서 15일부터 닷새 간의 일정으로 시작된 한-미 자유무역 협상에 관해 좀 더 자세히 알아보겠습니다.

미국의 웬디 커틀러 한-미 자유무역협정 협상 수석 대표는 15일 한국과 자유무역협정을 체결하기 위한 도전은 현실적이지만, 극복해 낼 수 없는 상황은 아니라고 말했습니다. 커틀러 대표는 한-미 자유무역협정 제 6차 협상이 시작된 서울에서 그같이 말했습니다.

앞서 12일 한국의 관계관들은 이번 협상에서 미국 측의 주요 우려사안들인 자동차시장과 약품시장의 개방은 논의되지 않을 것이라고 말했습니다. 이들 한국 관리들은 미국의 수입규제 조치들에 관한 한국측 우려 사안을 미국이 다루지 않고 있기 때문이라고 덧붙였습니다.

커틀러 수석대표는 그같은 문제들은 김종훈 한국측 수석 대표와의 회담에서 다루어지게될 것이라고 말했습니다.

미국은 협상단 간의 만남을 선호하지만 양국 수석대표급 수준에서 이들 3가지의 모든 쟁점들에 관한 협상이 진전을 이루도록 할 자세로 있다고 틀러 수석대표는 말했습니다.

한국은 시장 점유율을 장악하기 위해 판매 가격을 낮춰 판매하는 수출업자들로부터 미국 생산업체들을 보호하기 위한 반덤핑 제재법을 미국이 개정하길 원하고 있습니다.

한국의 기업들은 미국의 반덤핑 규제법으로 인해 부당한 표적이 되어왔다고 말하고 있습니다.

미국측 무역 협상대표들은 오로지 의회 만이 법을 개정할 수 있다는 이유를 들면서 수입에 관한 법을 협상에 부칠 어떠한 유연성도 발휘할 수 없다고 말하고 있습니다.

커틀러 수석대표는 한-미 FTA로 알려진 양국간 자유무역 협상을 성공적으로 이끌기 위한 한가지 주요 사안은 미국산 쇠고기 수입품들에 대한 한국측 대처 방안을 바꾸는 일이 될 것이라고 말했습니다.

미국산 쇠고기 시장 재개방에 관한 미국과 한국간 협상이 한-미 FTA 협상과는 별도이긴 하지만 FTA를 현실화하기 위해서는 쇠고기 문제 해결도 매우 중요하다는 것입니다.

한국은 미국에서 광우병에 걸린 소 한마리가 발견됐던 지난 2003년부터 미국산 쇠고기 수입을 중단했습니다. 그후 미국산 쇠고기 수입은 엄격한 규제 하에 지난해 11월 재개됐습니다.

그러나 한국은 미국산 쇠고기 속에서 광우병 위험이 있는 작은 뼛조각이 발견됐다는 이유로 지난 두달 사이 3차례나 미국산 쇠고기 선적을 되돌려 보냈습니다.

한국의 이같은 조치는 미국 축산업자들의 분노를 유발시켰습니다. 이들은 미국산 쇠고기는 모두 안전하다고 말하면서 한국이 미국산 쇠고기 수입을 전면 금지하기 위한 구실을 찾고 있다고 비난하고 있습니다.

한국과 미국의 협상대표들은 조지 부시 미국대통령이 미국 의회로부터 협정안 전부에 대해 단순히 찬반을 표결할 수 있는 협정안을 의회에 제출하도록 부여받은 신속협상권한이 오는 6월 말로 만료되기 때문에 그 권한을 상실하기 이전에 FTA 협상을 마무리짓기 위해서는 시간이 얼마남지 않았다는 데에 의견을 같이하고 있습니다.

제 6차 한미 FTA 협상은 오는 19일까지 계속될 예정이며 이번 협상에서 협상대표들은 7차 협상을 계획할 것인 지의 여부도 결정할 것으로 보입니다.

Senior U.S. trade negotiator Wendy Cutler said Monday that the challenges to a free trade agreement with South Korea are "real, but not insurmountable." She spoke in Seoul at the start of a sixth round of trade talks.

On Friday, South Korean officials said their negotiators would not discuss opening its automobile and drug markets - both key issues of concern to Washington. They say the United States has not addressed Seoul's concerns about U.S. import regulations. Cutler says those issues will be dealt with in her talks with South Korean chief negotiator Kim Jong-hoon.

South Korea wants the United States to adjust its anti-dumping laws, which are meant to protect U.S. producers from exporters who sell below cost to grab market share. South Korean companies say they have been unfairly targeted by the laws.

U.S. trade negotiators respond that they do not have the flexibility to compromise on import laws, because only Congress can make changes. Cutler says one key element of a successful South Korea-U.S. free trade agreement, known as KORUS-F.T.A. for short, will be changes to how Seoul handles U.S. beef imports.

Seoul stopped imports of U.S. beef in 2003 after a cow with mad cow disease was found in the United States. Imports began again in November, under strict regulations. However, Seoul has turned back three shipments of U.S. beef in the past two months, saying the presence of tiny bone fragments presents a risk of the disease.

The move has irritated U.S. producers, who say all U.S. beef is safe, and accuse South Korea of searching for a pretext to block imports. South Korean and U.S. negotiators agree time is running out to reach a potential deal before President Bush loses his authority in June to submit the deal to Congress for a simple yes-or-no vote.

This week's talks are scheduled to continue until Friday, at which point negotiators are expected to decide whether to schedule a seventh round of talks.
