HRW, '북한 인권상황 더욱 악화' (Eng)


국제인권단체인 휴먼 라이츠워치 (Human Rights Watch)는 11일 발표한 연례 보고서에서 북한의 전반적인 인권상황이 더욱 악화됐다고 발표했습니다.

미국 뉴욕에 본부를 둔 이 단체는 지난해 북한에서는 정부가 국민들을 임의로 체포해 고문하고 ‘정치범’의 경우에는 일가족을 처벌하는 집단적 징벌제가 실시되고 있다면서 이같이 지적했습니다.

휴먼 라이츠워치는 미국에 대해서도 테러리스트 용의자들에 대한 가혹한 대우 때문에 인권 수호국으로서의 신용을 잃었다고 주장했습니다.

휴먼 라이츠워치는 이에 따라 유럽연합이 미국으로 인한 지도력 공백을 메꿔야한다고 촉구했습니다. 휴먼 라이츠워치는 그러나 유럽연합은 합의를 도출해야만 행동하는 정책 때문에 효율성을 최대한 발휘하지 못하고 있다고 지적했습니다.

The annual report issued by Human Rights Watch today (Thursday) is painting a bleak picture of the condition of human rights around the world, and singles out the United States for criticism.

The report by the New York-based organization says the U.S. is no longer credible as a defender of human rights because of its harsh treatment of suspected terrorists.

Human Rights Watch urges the European Union to fill the leadership void. However, it goes on to say the EU policy of acting only when it reaches a consensus keeps it from being as effective as it should be.

The report says that rights in China and Russia are deteriorating and that the governments of those countries "embrace tyrants" as a way to increase their influence.

Human Rights Watch says the most pressing crisis at this time is in Darfur, but that the United Nations has only "produced reams of unimplemented resolutions."
