홍콩의 명소인 스타 페리 선착장이 철거됐습니다. 이 곳에 대형 쇼핑센터를 짓고 고속도로를 연결하려는 홍콩 정부의 원대한 도시개발 계획에 따른 것입니다.
그러나 홍콩 주민들은 오랜 전통의 명소인 스타 페리 선착장을 철거한 것은 홍콩 고유의 특징을 외면한채 도시화와 고속도로 개발만을 위한 무책임한 처사라고 크게 반발하고 있습니다.
홍콩 주재 VOA특파원이 스타 페리 선착장 철거 논쟁에 관해 다음과 같은 보도를 전해왔습니다.
홍콩의 오랜 전통명소인 스타 페리 선착장에 세워진 유명한 시계탑이 지난 해 11월 11일에 시간을 알리는 종을 마지막으로 울렸습니다. 선착장은 이제 사라져 버리고 많은 홍콩 주민들과 민간 단체들이 반대해온 쇼핑 센터와 고속도로가 대신 들어서게 됐습니다.
홍콩은 중국 본토 카우룽 반도 끝에 마주하고 있는 섬이기 때문에 스타 페리는 1898년 이래 섬과 반도 사이 빅토리아 항구를 운행하는 교통수단으로서 중요한 역할을 해왔을뿐만 홍콩의 관광명소로 각광을 받아왔습니다.
이처럼 홍콩 주민들과 외국 관광객들의 사랑을 받아온 스타 페리의 선착장이 철거되자 주민들의 분노가 폭발했습니다.
홍콩 당국의 처사에 항의하는 주민들이 격렬한 시위를 벌이며 선착장을 보존하기 위해 마지막까지 경찰에 맞서셔 항의했습니다.
항의 시위자들은 스타 페리 선착장의 오래된 건물들을 홍콩의 전통적 명소로 보존해야 한다고 주장해 왔습니다.
그러나 주민들의 보존요구와 항의시위에도 불구하고 선착장의 오래된 여러 건물들과 주택들은 철거되고 그 자리에서 새로운 개발공사가 착공됐습니다. 홍콩 정부는 지난 해 선착장 명물 가운데 하나인 리퉁가에 있는 건물들을 폐쇄시켰습니다. 리퉁가는 일명 웨딩 카드 스트리트, 결혼카드의 거리로 신혼부부들이 찾아와 결혼카드를 만드는 명소로 사랑을 받아왔습니다.
선착장 주변에서 사라지게 되는 것들은 웨딩 카드 스트리트 뿐만이 아닙니다. 1864년에 건출된 식민지 시대의 건물인 중앙경찰서 와 빅토리아 형무소의 운명도 어떻게 될른지 알수 없는 일입니다.
또한 이 곳을 관통하게 되는 새로운 고속도로 건설로 홍콩의 관광명소인 보석시장 거리, 제이드 스트리트도 사라지게 됩니다. 홍콩 정부의 이 같은 신개발 위주의 시책은 홍콩 대중의 마음을 무시하는 부당한 처사라는 비난을 받고 있습니다.
홍콩현대문화연구협회, 아다 웡 회장은 홍콩 정부는 오래된 페리 선착장을 아주 쓸모없는 것으로 여긴다면서, 선착장은 건설된지 49년밖에 안되기 때문에 문화유산으로 평가받을 가치도 없다고 믿는다고 말합니다.
홍콩 당국자들은 선착장을 보존가치가 있는 미적유산으로 여기지 않을 뿐만 아니라 수 많은 사람들의 공통된 추억의 명소로도 생각하지 않는다고 웡 회장은 비판합니다.
항상 활기찬 도시인 홍콩에서는 급속한 개발에 따라 오래된 건물들이 철거되고 고층 빌딩들이 들어섰습니다. 이 같은 개발추세 속에 홍콩 주민들은 대부분 낡은 주거지역이 사라지는 것에 무관심했었습니다. 그러나 홍콩 주민들의 태도가 바뀌기 시작했다고 웡 회장은 지적합니다. 홍콩 주민들은 오래된 시가지에 보다 애착을 갖게 됐다는 것입니다.
홍콩 사람들은 홍콩이라는 도시를 많은 사람들이 잠시 머물다 지나처 가는 곳으로 여겨왔고 홍콩에서 주민 자신들의 뿌리를 갖지 않는 것으로 여겨왔다고 웡 회장은 지적합니다. 그러나 이제는 홍콩 주민들의 이 같은 감정이 변화하고 있다는 것입니다. 특히 홍콩의 새로운 젊은 세대들은 홍콩을 자신들의 고향으로 여기며 홍콩의 유산에 관심을 갖고 있다고 웡 회장은 강조합니다.”
홍콩 정부의 유물자문위회, 건축 전문가인 패트릭 라우씨는 홍콩의 개발계획에 대한 대중의 참여가 결여돼 있는 것이 문제라고 지적합니다.
정부 당국은 홍콩 주민들이 좋아하는 것을 반영시키는 도시계획을 설계했어야 한다는 것입니다. 그렇게 하면 주민들이 개발에 참여하게 될 것이고 모든 주민들은 그들이 원하는 새로운 종류의 도시개발이 이루어지는 것을 보게 될 것이라고 라오 씨는 강조합니다.
홍콩특구의 쩡인취안 행정장관은 새로운 도시개발에 있어서 충분한 협의가 있었다고 말합니다. 홍콩 관계관들은 홍콩의 유산을 보존하려고 노력하고 있다고 주장합니다. 그 한 가지 사례로 20세기 초에 지어진 대 저택을 1천1백 만 달러의 공사비를 들여 보수해 중국 혁명의 영웅인 쑨원 박물관으로 개조하고 있음을 홍콩 당국자들은 제시합니다.
건축가 라우 씨도 구 건물들을 박물관이나 미술관으로 전환시키는 창의적인 개발이 필요하다고 말합니다.
어떤 역사적 건물이든 새로운 활용을 모색해야 한다는 것입니다. 낡은 경찰서 건물이 더 이상 그 기능을 할 수 없다면 다른 어떤 새로운 용도로 사용될 수 있도록 하는 것이 필요하며 오래된 건물이라고 해서 철거해 버릴 것이 아니라 어떻게 달리 사용할 수 있는지를 생각해봐야 한다고 라오 씨는 강조합니다.
홍콩 주민들은 스타 페리 선착장이 철거된후 이제는 바로 그 옆에 있는 퀸스 선착장을 보존하기 위한 운동을 전개하고 있습니다.
퀸스 선착장은 스타 페리 선착장과 불과 수 십 미터 거리에 위치한 선착장으로서 영국식민지 시대에 영국 왕실 인사들과 총독들이 선박편으로 도착하곤 했던 곳입니다. 이 퀸스 선착장도 철거된다는 계획이 알려지자 최근 1천 여 명의 홍콩주민들이 철거에 반대하는 심야 촛불집회를 열어 연설과 노래로 그들의 요구를 밝혔습니다.
이 촛불 집회에서 일단의 소녀들이 이제는 사라져 버린 스타 페리 선착장 시계탑의 종소리를 녹음으로 들려주며 오랜 명물의 보존 필요성을 호소하기도 했습니다.

The demolition of a famous Hong Kong landmark - the Star Ferry pier - has sparked a furor in the city. Residents are angry at what they say is the government's destruction of heritage sites in favor of urban renewal and highway projects. Long a Hong Kong icon, the Star Ferry Pier clock tower rang out for the last time on November 11th. The pier is now gone, razed to make way for a controversial harbor-front highway and shopping center. Since 1898, the Star Ferry has been a much-loved mode of transportation across Victoria Harbor, which separates Hong Kong Island from the rest of the territory. The terminal's demolition sparked anger.
Protesters clashed with police in a last minute attempt to save the pier. Conservationists say the government should halt the destruction of old buildings and preserve Hong Kong's heritage.
In the past several months, several old neighborhoods and buildings have been torn down to make way for property developments that earn the government millions of dollars. Last year the government padlocked buildings on Lee Tung Street - or Wedding Card Street, a favorite destination for couples wanting to print wedding cards.
The fate of several colonial buildings such as the Central Police Station and Victoria Prison, built in 1864, is uncertain. In addition, a planned highway threatens Jade Street - the location of a jade market popular with tourists.
Ada Wong, chairwoman of the Hong Kong Institute of Contemporary Culture, campaigned to save Wedding Card Street and the Star Ferry pier. She says the government is out of touch with public sentiment.
"The government thinks that the old pier would be quite useless. ? They don't see the pier as a heritage because it is only 49 years old. ? They don't see the aesthetic merits in preservation and they don't see it as collective memory of the people."
Hong Kong has always been a city on the go, and as it rapidly developed, old buildings were torn down to build skyscrapers. For years, most Hong Kong residents were indifferent to the loss of old neighborhoods. But Wong says the attitude of people has changed. They are growing more attached to the city.
"Hong Kong people look at Hong Kong as a very transient community, you know people come and go. They don't see their roots here. But I think this sentiment has changed ? I can see that a new generation of people in Hong Kong see Hong Kong as a home and they start to be concerned about our heritage."
Architect Patrick Lau, a member of the government's Antiquities Advisory Board, says part of the problem is a lack of public involvement in the development plans.
"What I think the government should have done is you should have an urban design to show people what it would be like. Then people can participate. ? All the public can go and see it, and they can also see what kind of new development you're going to put in the city."
Hong Kong's leader Donald Tsang says sufficient consultations have been carried out. Officials argue the government is trying to preserve Hong Kong's heritage. One such effort is the 11 million-dollar refurbishment of an early 20th century mansion, turning it into a museum dedicated to the Chinese revolutionary Sun Yat-sen.
The government says the Star Ferry clock tower will be rebuilt and incorporated in the harbor front development. But activists say Hong Kong deserves more than just a replica of its past.
Others critics, such as Patrick Lau, call on the government to be creative, for example by transforming old buildings into museums or art galleries.
"For any historical building, you have to look for new use. You cannot imagine a police station can function anymore.? Then the historic building can have a new life of its own. ? They need be used and seen, not be taken as an antique."
The battle to preserve Hong Kong's heritage now centers on saving Queen's Pier - situated next to the old Star Ferry pier. Queen's Pier - the landing point of British royals and governors - will be demolished soon and relocated, just like the Star Ferry, a few dozen meters away on reclaimed land. Recently more than one thousand people held a candlelight protest at Queen's Pier. They listened to speeches and sang songs.
A group of girls played the Star Ferry clock tower's chime on recorders. The organizers say they are naming the campaign "people rising from a fallen star."
