필리핀 정부는 미국이 필리핀과의 연례 합동 군사훈련을 취소한 것은 양국간 전략적 동맹관계가 한걸음 후퇴하는 것이라고 말했습니다.
대통령 대변인 이그나시오 분예 씨는 23일 이번 합동 군사훈련의 취소는 또한 필리핀군의 현대화에 있어서도 퇴보라고 말했습니다.
그러나 분예 대변인은 글로리아 아로요 대통령이 미국정부의 결정을 존중한다고 덧붙였습니다.
미국은 22일 성폭행 혐의로 필리핀에서 유죄판결을 받은 미 해병대원의 신병을 인도받지 못하자 내년도 필리핀과의 합동 군사훈련을 취소한다고 밝혔습니다.
앞서 이번주 필리핀 항소법원은 다니엘 스미스 병장의 항소심이 진행되는 동안 스미스 병장의 신병을 미국 대사관으로 인도해 달라는 요청을 거부했습니다.
스미스 병장은 하급법원에서 성폭행 혐의로 40년형을 선고받은 바 있습니다.

Presidential spokesman Ignacio Bunye said today (Saturday) that the cancellation is also a setback to the Philippines' military modernization. But he added that President Gloria Arroyo respects Washington's decision.
The United States announced Friday that it will cancel next year's (Balikatan) military exercises with the Philippines after failing to regain custody of a Marine convicted of rape.
Earlier this week the Philippines' second highest court (Court of Appeals) rejected a request for U.S. Marine Lance Corporal Daniel Smith to be handed over to U.S. embassy custody while he appeals a 40-year sentence for his rape conviction.
