[화제] 佛, 24시간 뉴스전문 채널 출범(eng)


프랑스는 지난 6일 24시간 뉴스전문 방송을 시작했습니다. 세계정세를 프랑스 적 관점으로 전파하려는 목적의 이 방송 채널은 경쟁 방송인 미국의 CNN이나 영국의 BBC 또는 아랍권의 알자지라와 비교해 미미한 예산으로 벌써 어려움에 직면하고 있습니다. 좀더 자세한 소식입니다.

지난 7일 오전부터 전세계의 TV시청자들은 프랑스 풍이 가미된 뉴스를 듣기 위해 채널을 돌릴수 있게 됐습니다. ‘프랑스 24’로 불리는 24시간 뉴스 채널이 처음으로 프랑스어와 영어 두 가지 언어로 방송을 시작하게 된 것입니다.

이와 더불어 영어, 프랑스어 그리고 아랍어 3개 언어로 된 웹사이트도 6일 파리의 한 개막식에서 선을 보였습니다. 이 개막식에는 자크 시라크 프랑스 대통령이 참석했습니다. ‘프랑스 24’는 오랜 세월 공을 들여온 것으로 시라크 대통령은 이라크전쟁 문제를 두고 프랑스와 미국의 관계가 순탄치 않았던 2003년에 이 계획을 발표한 바 있습니다.

하지만 ‘프랑스 24’의 TV 프로그램과 토크 쇼 기획 제작자인 레지에르 편집장은 프랑스 정부가 지원하는 이 TV방송 채널이 프랑스의 공식 목소리를 대변하는 것은 아니라고 말했습니다. 레지에르 편집장은 이 채널은 그 보다는 프랑스 사회가 세계를 바라보는 시각을 반영하는 것이라고 말합니다.

레지에르 편집장은 자신들은 세상을 다른 사람들이 보는 시각과 다르게 볼 것이라고 말합니다. 예를들어 프랑스가 레바논 문제를 보는 관점은 CNN이나 BBC 그리고 특히 알자지라가 보는 관점과 같지 않다고 레지에르 편집장은 덧붙입니다.

옳거나 그르거나 프랑스는 세상을 다른 시각으로 보는 더 오랜 전통이 있다고 레지에르 편집장은 말합니다. ‘프랑스 24’는 위성을 통해서 유럽과 중동 그리고 아프리카에 방송됩니다.

‘프랑스 24’는 초기 청취지역을 90개국의 대략 7천 5백만 가구로 할 계획입니다. 프로그램에는 정규 뉴스 방송과 토크 쇼 외에 통상 TV 프로그램들이 포함됩니다. 레지에르 편집장은 ‘프랑스 24’가 원대한 포부를 가지고 있는 반면 예산이 경쟁 CNN과 BBC 그리고 알자지라 방송에 비해 아주 적다는 점을 인정합니다.

레지에르 편집장은 그 때문에 자신들은 더 열심히 일해야 한다고 말합니다. 레지에르 편집장은 분명히 예산에 차이가 있다고 말합니다. 하지만 동시에 ‘프랑스 24’의 예산이 아주 미미한 것은 아니고 충분히 일할 수 있는 만큼의 예산이라고 그는 덧붙입니다. 레지에르 편집장은 또 ‘프랑스 24’는 아프리카를 포함해 흔히 다른 국제 방송에서 간과하고 있는 지역에 방송를 내 보낼 계획이 있다고 말합니다.

France is launching Wednesday a 24-hour, all-news channel aimed to offer a French spin on world affairs. But from Paris, Lisa Bryant reports the channel already faces one stumbling block: a budget tha'ts a fraction of rivals like CNN, BBC or Al Jazeera.

Move over CNN. As of Thursday morning, TV viewers across the world can tune into news with a French touch. The CNN-a-la-Francaise is actually called France 24, a round-the-clock channel that initially will be broadcast in both French and English.

There's also a trilingual Web site -- in English, French and Arabic -- launched Wednesday at an inauguration gala in Paris that will be attended by French President Jacques Chirac. The channel has been in the works for years. Mr. Chirac announced the plan in 2003, when French-U.S. relations were rocky over the Iraq war.

But Jean Lesieur, executive producer for magazines and talk shows at France 24 says the state-funded TV will not be the voice of official France. Rather, Lesieur says, it is a reflection on how French society looks at the world.

"One, we will look differently at some parts of the world that others are looking at. For example, the way France looks at Lebanon is not the same as the way CNN or BBC or obviously Al Jazeera will look at Lebanon. Rightly or wrongly, France has a longer tradition of looking a the world with wider open eyes."

France 24 will transmit to Europe, the Middle East and Africa through satellite. At the beginning, it plans to reach roughly 75 million households in over 90 countries. The programs include regular news bulletins, talk shows and news magazines, among other reports. But while France 24 has lofty ambitions, Lesieur acknowledges its budget is far smaller than that of rivals like CNN, BBC and Al Jazeera.

"Well just have to be smarter and work harder. We'll try. Obviously there's a difference between our budgets. At the same time, our budget is not insignificant, its a sizable budget with which we can do enough."

Lesieur also says France 24 plans on covering regions -- including parts of Africa -- that are often neglected by other international channels.
