'일본은 6자회담 참가자격 없다' - 김계관 북한대표 (Eng)


미국의 북핵 6자회담 수석대표인 크리스토퍼 힐 국무부 동아시아태평양 담당 차관보는 북한측 대표와 6자회담 재개일자에 합의를 이루지 못한 채 30일 중국 베이징을 떠났습니다. 힐 차관보는 지난 이틀동안 북한의 김계관 외무성 부상, 그리고 중국의 우다웨이 외교부 부부장 양자와 3자 회담을 병행하며 협상을 가진 뒤 베이징을 떠났습니다.

한편, 김계관 북한 외무성 부상은 일본은 6자회담에 더 이상 참가하지 말아야 한다고 말했습니다. 김 부상은 30일 베이징에서 기자들에게 “일본 정부는 핵을 보유하고 있는 북한과 마주하지 않겠다고 말하고 있기 때문에 6자회담에 참가할 자격이 없다고” 말했습니다.

김 부상의 발언은 북한이 지난 달 11월 4일 성명을 통해 일본을 6자회담에서 배제하는 방안을 제안한데 따른 것입니다. 북한은 그 성명에서 회담 참가국 수가 적을수록 협상에서 유익한 논의들이 이뤄질 것이라고 말했습니다.

이에대해 아베 신조 일본 총리는 북한이 하는 발언들에 일일이 반응할 필요는 없다고 말하고 김 부상의 발언을 간과했다고 일본의 교도통신은 인용보도했습니다.

The U.S. envoy to six-party talks on Pyongyang's nuclear program has left Beijing without reaching an agreement with his North Korean counterpart on when those negotiations will resume.

U.S. Assistant Secretary of State Christopher Hill left Beijing today (Thursday) after two days of talks with North Korean Vice Foreign Minister Kim Kye Gwan and China's chief nuclear negotiator (Wu Dawei).

Speaking in Japan, Hill said he had offered the North Korean envoy ideas on how his country could disarm. The diplomat said he hoped to hear back from North Korea soon, but could not say when the negotiations would resume.

Kim told reporters in Beijing today that North Korea has not changed its stance -- it is prepared to implement the commitment made in a September 19th statement to give up its nuclear program, but is not ready to do so unilaterally.


Kim also told reporters that there is no reason for Japan to take part in the six-party talks because the Japanese government has said it will not negotiate with a nuclear-armed North Korea.

Kim's comments are in line with a November fourth statement in which North Korea proposed excluding Japan from the talks. The statement said fewer participants in the negotiations would result in what it called "fruitful" discussions.

Japan's Kyodo news agency quotes Prime Minister Shinzo Abe who dismissed Kim's remarks. Mr. Abe said there is no need to respond to every comment made by North Korea.

Talks involving the U.S., North and South Korea, China and Russia have been stalled for the past year. Pyongyang agreed to return to the negotiating table, after conducting a nuclear test in October.
