[과학] 美, 새 GPS 인공위성 실은 로켓 발사 (eng)


미국 ‘위성항법장치 (Global Positioning System)’ 약칭 GPS의 정확성을 개선하기 위해 대체 인공위성을 실은 무인로켓이 최근 미 플로리다주 케이프 커내버럴에서 발사됐습니다. 미국은 이 GPS인공위성은 러시아의 그와 유사한 인공위성과 현재 개발되고 있는 유럽 인공위성에 연결시킴으로써 성능을 더욱 향상시키려 하고 있습니다. 이에 관한 심층보도입니다.

새로운 인공위성은 지상 1만 8천 킬로미터 위에서 지구 주위를 도는 미국의 24대 주요 GPS 인공위성 가운데 한대를 대체하기 위해서 지구 궤도를 선회하고 있습니다.

GPS 인공위성들은 몇 대의 보조 인공위성들과 함께 특별 수신기를 가진 사람이라면 누구나 지구 어디서든 4 미터에서 6 미터내의 오차 범위 안에서 자신의 위치를 알리는 신호를 받을 수 있도록 설계되었습니다.

최근 발사된 인공위성은 기능이 개선된 세번째 인공위성으로 군과 민간인 이용자들에게 추가 신호를 송신할 수 있고 정확도와 방해요소에 대한 저항력이 높습니다. GPS 관련 미 연방 정부 기관들의 정책과 활동을 담당하는 부처의 마이클 쇼(Michael Shaw) 국장은 현재 낡은 인공위성들을 대체하기 위해서 새로운 인공위성들을 지구 궤도에 올려놓는 작업이 진행되고 있다고 말합니다.

쇼 국장은 대체 인공위성들은 지구촌을 위해서 위성 항법의 성능을 개선시킬 수 있는 새로운 기능들을 갖추고 있다고 설명합니다. 쇼 국장은 점점 더 많은 새 GPS 인공위성들이 설치되면 미군은 전쟁시에 방해전파에 저항력이 강해서 GPS유도 무기의 적중률을 높이는 신호들을 받게 될 것이라고 말합니다.

새로운 민간 신호는 지구의 전리층으로 인해 발생하는 항법상의 오류를 없애줍니다. 지구의 전리층은 라디오 신호의 전파에 영향을 미치는 대기층입니다. 미국의 위성항법장치는 당초에 군사용으로 제작됐었습니다.

미 연방정부는 그러나 지난 2000년에 민간인 사용에 대한 금지조치를 풀었고 또 군대식 특별 수신기가 없는 이용자들로 인해 정확성이 떨어질 수 있는 기술의 활성화를 중단시켰습니다. 마이클 쇼 국장은 전력과 전화기가 몇 백년 전에 그러했듯이GPS를 공공의 이익을 위한 새로운 공공시설로 간주합니다.

쇼 국장은 선진국들과 개발도상국들에서 국제사회를 위한 정확한 위치 정보를 개선시키려는 노력이 계속되면서 경제 그리고 교통 상황을 향상시킬 수 있는 거의 무한대의 응용 방법들이 있다고 말합니다. 그뿐이 아닙니다.

GPS는 지질학자들이 지진으로 이어질 수 있는 지하 움직임들을 추적할 수 있게 해줍니다. GPS는 또 불어나는 수위를 탐지할 수 있어서 정부 관리들이 시민들에게 곧 있을 홍수에 대비해 대피하라고 경고할 수 있게 해줍니다.

도시계획가들은 GPS수신기를 장착한 차량의 신호를 감시하면서 교통흐름을 개선시킬 수 있습니다. GPS 담당 관리들은 심지어 농업분야도GPS를 통해 토지를 측정하고 (field mapping) 트랙터를 유도하는 등, 여러가지 혜택들을 볼 수 있다고 말합니다.

미국 국무부의 랄프 브레이반티 (Ralph Braibanti) 우주, 첨단 기술 당당 국장은 미국이 GPS의 세계 보편화를 도모하고 있다고 말합니다. 국무부는 지속가능한 개발을 위한 GPS의 도입을 추진하기 위해 여러 지역의 정부들과 양자회동을 갖고 워크숍도 열었습니다.

브레이반티 국장은 미국은 GPS가 진정한 세계적 공공시설이 되길 희망한다고 말합니다. GPS 신호는 또 세계 어디에서든 무료로 이용가능하기 때문에 공공시설이 되어야 마땅하고 사람들이 최대한 활용하기를 희망한다고 브레이반티 국장은 말합니다.

GPS의 발전은 인공위성 기술을 개선하는데서 그치지 않습니다. 미국은 GPS 구축망을 이미 가동중인 러시아와 현재 계획중인 유럽의 시스템과 연결시키는 방안을 모색하고 있습니다.

미아클 쇼 국장은 기술적 장애가 극복되어 서로 다른 시스템의 호환이 가능해지면 전세계에는 앞으로 보다 정확한 위치추적을 할 수 있는 GPS 인공위성이 지금보다 두배 더 많이 생길 것이라고 말합니다.

쇼 국장은 이같은 GPS 인공위성들의 상호운용이 가능하면 앞으로 지구궤도에 다수의 GPS 인공위성이 보이게 될 것이고 2미터 내지는 1 미터 이내의 오차범위의 정확도로 측위 정보를 제공할 수 있게 될 것이라고 말합니다.

A rocket blasted off from Cape Canaveral, Florida, carrying a replacement satellite to help improve the accuracy of the space-based U.S. navigation network, the Global Positioning System. VOA's David McAlary reports from Washington that the government hopes to enhance the system by linking it to a similar Russian satellite network and one being developed for Europe.

The new satellite is heading for its place in orbit to take over for one of the 24 primary Global Positioning System satellites that circle about 18-thousand kilometers above Earth. Together with several backup satellites, the constellation of orbiters enables anyone with a special receiver to get signals from them to know his location anywhere on the planet within four to six meters.

The latest satellite is the third with improved features that will transmit additional signals for military and civilian users, promising greater accuracy and more resistance to interference.

"We're now in the mode of putting new satellites up to replace some of the older ones."

Michael Shaw directs the office that coordinates U.S. government interagency policy and activities for the Global Positioning System, or GPS.

"Those replacement satellites will have new capabilities that will make the performance of this global navigation, positioning, and timing service better for the worldwide community."

When the advancements are spread among more of the new GPS satellites, the U.S. military will have a signal more resistant to jamming, one that will enable better targeting of GPS-guided weapons during war.

The new civilian signal removes navigational errors caused by Earth's ionosphere, a layer of the atmosphere that influences the propagation of radio signals.

The system was originally designed for the armed forces, but the U.S. government dropped its ban on civilian use in 2000 and deactivated technology that degraded its accuracy to anyone without special military style receivers.

Michael Shaw sees the GPS system as a new utility for the public good, as electricity and telephones became in previous centuries.

"As we continue to improve this exact position information for the global community both in the developed and developing worlds, there is almost a limitless number of applications that can be made to improve the economic situation, the transportation situation...."

The Global Positioning System is helping geologists track ground movements that could become earthquakes. Its ability to sense rising water levels can help officials warn citizens to flee impending floods.

By monitoring signals from vehicles with GPS receivers, urban planners can improve traffic flows. GPS officials say even agriculture can benefit by using the system for such things as field mapping and tractor guidance.

The U.S. State Department's director for space and advanced technology, Ralph Braibanti [bray-BAHN-tee], says Washington is promoting the network's use throughout the world. His office has held bilateral talks with governments and workshops in several regions to pass the word about employing GPS for sustainable development.

"We want this to be truly a global utility. It should be because the signals are available throughout the world, the signals are free throughout the world, and so we hope that people will make maximum use of what is there."

GPS enhancement is not limited to just improving the technology of the satellites. The United States seeks to expand the network by linking it to a Russian satellite navigation system already in operation and one being planned for Europe.

Michael Shaw says that if technical barriers are overcome to make the different systems compatible, the world could someday have twice as many navigation satellites for greater positioning accuracy.

"If all these satellites are interoperable, there is much more likelihood that we're going to have multiple satellites in view and deliver that performance down into the couple meter accuracy level and maybe the sub-meter accuracy level."
