강 부상은 북한은 포기하려고 핵무기를 만들지 않았다는 점을 시사했습니다. 강 부상은 러시아에서 귀국길에 중국 베이징에 기착해 기자들과 만나 이같이 말했습니다.
한편, 미국 국무부의 한 대변인은 강 부상의 이같은 발언들을 간과했습니다. 이 대변인은 북핵 6자회담의 미국측 수석인 크리스토퍼 힐 국무부 동아태 차관보는 강 부상의 발언에서 우려할만한 점을 발견하지 못했다면서 북한이 6자회담 복귀 결정을 번복할 것으로 여기지 않는다고 전했습니다. 힐 차관보는 6자회담이 다음달 중순에 재개될 것으로 보인다고 말한바있습니다.

North Korea says it will not abandon its nuclear weapons program ahead of six-party talks expected to resume next month. The South Korean news agency, Yonhap, quotes North Korea's first vice foreign minister Kang Sok-ju, who questioned how
Pyongyang could abandon its nuclear weapons so close to the six-party talks. He indicated the North did not test its weapons simply to give them up. Kang spoke with journalists during a stopover in Beijing as he returned home from Russia.
A U.S. State Department spokesman downplayed the remarks. He said U.S. Assistant Secretary of State Christopher Hill - the U.S representative to the six-party talks - saw nothing disturbing in the comments and does not see North Korea pulling back from the talks. Hill has said he believes the six-party meetings will resume in mid-December.
