[국제관계] 중남미 지역 UN 안보리 이사회 신규 비상임 이사국, 파나마가 차지할 듯 (Eng)


중남미 지역에 배정된 유엔 안전보장 이사회 신규 비상임 이사국 자리를 파나마가 차지할 것으로 보입니다.

유엔 안보리 중남미 지역 비상임 이사국 선출과정과 배경에 관해 유엔본부 주재 VOA 특파원 보도로 알아봅니다.

유엔 안전보장 이사회의 중남미 지역 비상임 이사국 자리를 놓고2주일에 걸쳐 마흔 일곱 번의 투표가 실시되는 치열한 경쟁이 벌어졌었습니다. 그동안 실시된 투표에서 과테말라와 베네수엘라가 줄곧 경합을 벌였으나 과테말라가 상당한 지지를 받기는 했지만 선출확정에 필요한 3분의 2 지지를 확보하지 못했습니다. 베네수엘라는 분명한 열세에도 불구하고 후보국 사퇴를 거부했습니다.

베네수엘라의 반미 성향을 띤 우고 차베스 대통령은 안보리 비상임 이사국 선출경쟁을 북남미 대륙 서반구 지역에 대한 미국의 독점적 지배에 대한 대항의 일환으로 추진했기 때문입니다. 베네수엘라 외교관들은 차베스 대통령의 의도를 반영하면서 경쟁국, 과테말라를 미국의 앞잡이라고 비하하고 있습니다.

미국은 중남미 배정 안보리 비상임 이사국 선출과정에서 과테말라를 공개적으로 지지해왔습니다.

미국은 차베스 대통령이 이끄는 베네수엘라는 안보리에서 혼란과 분열을 초래하게 될 것이라고 지적하고 있습니다. 결국 과테말라와 베네수엘라는 끝이 보이지 않는 경쟁을 포기하고 이사국 후보를 철회하면서 중남미의 다른 후보국을 지지하기로 합의했습니다. 과테말라의 게르트 로젠탈 외무장관은 그 동안 미국의 지지가 엇갈린 영향을 미쳤다고 말합니다.

로젠탈 외무장관은 미국의 지지가 어떤 면에서는 과테말라의 경쟁에 손상을 입혔는가 하면 다른 면에서는 도움이 되기도 했지만 상반된 효과를 나타냈다고 지적합니다. 과테말라로서는 안보리 비상임 이사국 진출이 중남미 국가들간의 경쟁이라고 생각해왔고 그렇게 인식되기를 원했다는 것입니다. 중남미 지역에 배당된 안보리 비상임 이사국 선출문제는 미국과 관련된 것이 아니라고 로젠탈 장관은 지적합니다.

과테말라는 선출투표에서 시종 우세했지만 베네수엘라 역시 과테말라의 진출을 저지할 만큼의 지지를 확보하고 있기 때문에 후보에서 사퇴했다고 로젠탈 장관은 밝힙니다. 그러나 과테말라는 언젠가 다시 한 번 시도할 작정이라고 강조합니다.

과테말라는 다른 경쟁국들이 물러남으로써 자국이 안보리 비상임 이사국으로 선출되기를 원했지만 중남미 역내 국가들이 그런 선택을 하지 않고 두 달, 석 달씩 투표를 질질 끌고 있기 때문에 어쩔수 없이 후보를 사퇴하고 역내의 다른 나라가 비상임 이사국으로 선출되도록 길을 열었다는 것입니다.

과테말라와 베네수엘라는 후보사퇴와 함께 중남미 국가들이 파나마를 안보리 비상임 이사국으로 추천함으로써 총회의 승인을 받을 수 있도록 합의했습니다. 이 두 가지 절차는 사실상 형식에 불과합니다.파나마가 선출되면 임기를 마감하는 아르헨티나를 대신해 2년 동안 안보리 비상임 이사국으로 활동하게 됩니다. 중남미 지역의 다른 안보리 비상임 이사국은 페루입니다.

중남미 지역의 안보리 이사국 한 자리가 결정되면 유럽 지역의 이탈리아와 벨기에, 아시아 지역의 인도네시아 그리고 남아프리카 공화국이 차기 안보리 이사회에 들어가고 덴마크, 그리스, 일본 탄자니아가 물러나게 됩니다.

Venezuela and Guatemala have ended their battle for an open U.N. Security Council seat from Latin America. VOA's Peter Heinlein at our U.N. bureau reports both countries agreed to withdraw in favor of Panama.

The breakthrough came late Wednesday, after talks between the Venezuelan and Guatemalan foreign ministers. The struggle for the two-year Security Council seat had dragged on in the U.N. General Assembly for more than two weeks and 47 ballots.

Guatemala held a substantial lead over Venezuela, but not enough to secure the necessary two-thirds majority. Venezuela, however, refused to concede defeat. Venezuela's leftist President Hugo Chavez had portrayed the race as a struggle against U.S. dominance in the region. Venezuelan diplomats described Guatemala as a U.S. stooge.

Washington had openly backed Guatemala, arguing that a Chavez-led Venezuela would be a disruptive influence on the Security Council. After agreeing to withdraw his country's candidacy, Guatemala's Foreign Minister Gert Rosenthal said American backing had been a mixed blessing.

Their support was a double-edged sword, in some areas it probably damaged our champaign,in other areas it help but it really was not the main theme. We believe this was a contest between two Latin American states for one vacancy, we would like it to be perceived as such. This is not about the United States, it's about Latin America's seat in the Security Council.

Rosenthal said Guatemala had withdrawn despite its clear lead in the balloting because Venezuela clearly had enough committed support to prevent a Guatemalan victory. He vowed to try again.

We would have preferred for our competitors to step down so that we could take the seat. They didn't opt for that solution, so instead of dragging this on for another month or two, we felt the time had come to step down and let a sister state take the role of the Latin American group.

The choice of Panama must still be endorsed by the Group of Latin American and Caribbean Countries, and then approved by the General Assembly. But both are considered formality. When elected, Panama will replace Argentina on the Council for a two-year term beginning January first.

Peru holds the other elected Latin American seat on the 15-member Council. In other regional elections last month, Italy and Belgium were elected without opposition to the European seats on the Council, replacing Denmark and Greece.

Indonesia easily beat back a challenge by Nepal for an Asian seat now held by Japan. And South Africa was unopposed for a seat being vacated by Tanzania.
