미국, 유엔제재와 6자회담 진행 사이에서 부심 (Eng)


미국은 6자회담의 효율적인 진행과 북한에 대한 유엔 제재 사이에서 균형을 유지하기 위해 부심하고 있습니다. 미국 정부의 이같은 노력은 북한이 31일 전격적으로 복귀를 결정한 이후 6자회담에서 북한의 핵 포기를 유도하기 위한 것입니다.

부시 대통령은 북한의 6자회담 복귀와 관련해 중국의 노력을 평가했습니다. 부시 대통령은 중국의 중재 아래 열린 미국과 북한, 중국 세 나라의 막후협상에서 6자회담 재개가 합의된 데 대해 환영의 뜻을 밝히면서 중국 정부에 감사한다고 말했습니다.

부시 대통령은 그러나 앞으로 6자회담의 진로는 쉽지 않을 것이며 해야 할 일이 많다고 강조했습니다.

유엔은 북한의 핵실험 직후 안보리의 제재결의안을 통해 북한의 핵무기 제조에 이용될 수 있는 물품의 교역과 핵 개발에 간여한 것으로 의심되는 인사들의 여행을 금지하도록 했습니다. 6자회담의 미국측 수석대표인 크리스토퍼 힐 국무부 동아시아 태평양 담당 차관보는 북한의 반대에도 불구하고 유엔의 결의안은 여전히 유효하다고 말했습니다. 한국측 수석대표인 천영우 한반도평화교섭본부장도 대북한 제재는 유엔이 이를 해제할 때까지 존속될 것이라고 밝혔습니다.

북한은 달러화 위조지폐 제조와 돈세탁 등 불법행위를 이유로 미국이 금융제재를 가하자 이에 반발해 지난해 11월 이래 6자회담 복귀를 거부해 왔습니다. 북한은 이어 지난달 9일에는 국제사회의 강력한 경고와 우려에도 불구하고 핵실험을 실시했습니다. 뉴욕주재 북한대표부의 외교관인 신성조씨는 핵실험은 미국의 핵위협과 제재, 봉쇄에 따른 자위력 확보를 위한 것이라고 주장했습니다.

신씨는 북한은 지난해 11월 베이징에서 합의된 6자회담 공동성명에서 밝힌대로 대화와 협상을 통해 한반도를 비핵지대화 하겠다는 의지에 변함이 없다면서, 하지만 이는 북한의 일방적인 핵 포기로는 이뤄질 수 없다는 사실을 분명히 깨달아야 한다고 말했습니다. 그는 한반도 비핵화는 미국 역시 그 자신의 의무를 이행할 때만 실현될 것이라고 강조했습니다.

토니 스노우 백악관 대변인은 북한이 6자회담에 복귀하기로 합의한 상황에서 추가 핵실험을 실시한다면 이는 합의의 뜻과는 어긋나는 일이 될 것이라고 말했습니다. 현재 부시 행정부 관리들은 6자회담이 올해 안에는 재개될 것이라고 밝히고 있습니다.

The United States is seeking a balance between effective six-party talks with North Korea and United Nations sanctions against that country. Pyongyang agreed to resume the multilateral discussions on Tuesday, and as VOA's Peter Fedynsky reports, U.S. officials welcome the move.

President Bush credits China for encouraging a meeting that got the six-party talks restarted. The informal meeting took place in Beijing with U.S. and North Korean representatives. Mr. Bush says he is pleased, but that plenty of work remains.

PRESIDENT GEORGE W. BUSH:
"We'll be sending teams to the region to work with our partners to make sure that the current United Nations Security Council resolution is enforced, but also to make sure that the talks are effective; that we achieve the results we want, which is a North Korea that abandons her nuclear weapons programs and her nuclear weapons in a verifiable fashion in return for a better way forward for her people."

The U.N. resolution imposes sanctions on all trade and travel related to North Korea's nuclear weapons program. U.S. envoy Christopher Hill says the resolution stands despite North Korean opposition to it. South Korea's chief negotiator, Chun Yung-Woo, said the sanctions would remain in place until they are lifted by the U.N.

CHUN YUNG WOO, SOUTH KOREAN NEGOTIATOR (In Korean):
"It's up to the Security Council whether to change or lift the sanctions while monitoring North Korea's behavior and attitude. And the sanctions have nothing to do with the resumption of six-party talks."

North Korea walked out of the six-party talks last year and conducted a nuclear test explosion on October 9th. North Korean U.N. representative Sin Song Cho attributes the test to what he calls U.S. nuclear threats, sanctions and blockades against Pyongyang. Sin noted, however, that North Korea seeks a denuclearized Korean Peninsula.

SIN SONG CHO, NORTH KOREAN U.N. REPRESENTATIVE (In English):
"The DPRK remains unchanged in its will to denuclearize the Korean peninsula through dialogue and negotiations as it committed in the September 19 joint statement. But it should be clearly understood that the denuclearization of the Korean peninsula cannot be realized through the unilateral abandonment by the DPRK of its nuclear program, and that it can be realized only when the U.S. also implements its own obligations."

White House spokesman Tony Snow says another North Korean nuclear test would be "inconsistent with an agreement to return to the six-party talks." U.S. officials say those talks could resume before the end of the year.
