북한이 제 2차 핵 실험을 감행할지 모른다는 우려가 높아가고 있는 가운데 미국과 중국은 20일 자제를 요청했습니다. 북한의 김정일 국방위원장이 핵실험에 대해 유감을 표시했다는 일부 보도에 이어 중국의 리자오싱 외교부장은 6자 회담이 곧 재개될 수 있다는 희망을 피력했습니다. 하지만 미국과 한국 관리들은 북한의 다음 행보를 주시하는 가운데 이 문제에 좀 더 신중한 입장을 취하고 있습니다.
20일 평양의 김일성 광장에는 시민과 군인 등 10여만명이 운집해 북한 관영 방송이 보도한 소위 “성공적이고 역사적인” 북한의 핵실험을 자축하는 군민 대회가 열렸습니다. 하지만 적어도 한 뉴스 보도에 따르면 북한의 김정일 위원장은 중국측 특사로 북한을 방문한 탕자쉬안 중국 국무위원에게 지난 9일 북한이 실시한 핵실험에 대해 유감을 표시하고 추가 핵실험을 하지 않겠다고 말한 것으로 알려졌습니다. 하지만 콘돌리자 라이스 미 국무장관은 21일, 자신은 중국측으로 부터 북한이 핵실험에 대해 사과 했다거나 추가 핵실험을 유예하겠다는 의사를 전달받은 바 없다고 말했습니다.
한국의 윤광웅 국방장관도 워싱톤에서 도널드 럼즈펠드 미 국방장관과의 회담을 마친 후 기자들에게 북한이 핵 실험 유예 약속을 지킬지는 시간이 지나면 알 수 있을 것이라고 말했습니다.
윤 장관은 한국과 미국은 북한의 첫번째 핵실험 때와 마찬가지로 계속해서 북한의 추가 핵실험 가능성과 관련한 정보를 공유할 것이라고 말했습니다.
럼즈펠드 미 국방장관도 이와 마찬가지로 신중을 당부하고 아시아의 미 동반자 국가들을 보호하기 위한 미국의 결의를 강조했습니다.
럼즈펠드 장관은 미국은 상위 방위 조약에 따른 미국의 핵우산 제공을 통한 ‘확장억제의 지속’에의 확고한 결의로 있음을 재확인한다고 말했습니다.
한편, 미국의 콘돌리자 라이스 국무장관은 일본과 한국의 방문에 이어 중국의 고위급 관리들을 만난 이후, 대북한 전략을 조율하기 위한 아시아 순방을 계속했습니다. 라이스 장관은 북한의 핵실험을 심각한 도발행위로 지적하고 북한의 불법 무기가 다른 적성국가들의 수중에 들어가는 것에 대한 우려를 표명했습니다. 하지만 라이스 장관은 6자 회담 재개의 길을 열어 두었습니다.
라이스 장관은 후진타오 중국 국가 주석과 부쉬 미국 대통령은 모두 북한 문제에 대한 외교적 해결을 위한 결의로 있다고 말했습니다. 라이스 장관은 또 북한은 조건없이 그러한 대화에 복귀하고, 6자회담의 2005년 9월 협의 사항을 이행하기 시작해야한다고 말했습니다.
북한은 지난 9월 이래 미국, 중국, 일본, 러시아와 한국이 참여하는 6자 회담에 복귀하기를 거부하고 있습니다. 중국에서는 북한의 유화적인 태도로 인한 기대가 고조됐었지만 한국군은 8년 만에 최대 규모의 실탄 군사 연습을 실시함으로써 예기치 못한 상황에 만전을 기했습니다. 한국군의 고성능 무기들은 미국에 의해 공급되고 있으며 한국에는 여전히 거의 30,000명에 달하는 주한 미군이 상주하고 있습니다.

Washington and Beijing appealed for restraint Friday, amid fears that North Korea might conduct a second nuclear test. China's Foreign Minister expressed hope that six-party talks might resume soon, following reports of an apology from North Korean leader Kim Jong Il. But US and South Korean officials are taking a more cautious approach as they wait for Pyongyang's next move.

In the main square of the North Korean capital: a regimented show of public support as thousands of North Koreans celebrated what state-run broadcasts called "a successful and historic" nuclear test. But according to at least one news agency, North Korean leader Kim Jong Il has expressed regret for the October 9th test and told a visiting Chinese delegation, there would not be a second.
After meetings with his US counterpart, Donald Rumsfeld in Washington, South Korea's Minister of National Defense, Yoon Kwang Ung told reporters only time will tell if Pyongyang keeps its promise.

As we did for the first nuclear test the Republic of Korea and the United States will continue to share intelligence with regards to the possibility of a second nuclear test.

Secretary Rumsfeld expressed similar caution and stressed the US commitment to protecting its partners in Asia.

Meanwhile, US Secretary of State Condoleezza Rice continued her whirlwind trip through Asia, meeting with top Chinese officials in Beijing after visiting Tokyo and Seoul to coordinate strategy on North Korea. Rice, who has described the North's nuclear test as a serious provocation, expressed concerns that illegal weapons from North Korea could get into the hands of other rogue states. But she also left the path open for the resumption of the so called "Six-Party talks".

"President Hu and President Bush are both committed to a diplomatic solution to this problem. The DPRK ( Democratic People's Republic of Korea) should return to those talks without condition and should begin the implementation of the September 2005 agreement of the six parties."

North Korea has refused since last November to return to the six-party talks, which include China, Japan, Russia and South Korea. Although hopes remained high in Beijing, the South Korean military displayed its readiness for any eventuality by staging it's biggest live-fire exercise in eight years. Much of South Korea's advanced armaments are supplied by the United States which still has almost 30-thousand personnel stationed in the country.
