미 민주당 상원의원 2명, '북 · 미 직접대화' 촉구 (Eng)


미국 민주당의 주요 상원의원 두명이 부시 미 행정부에 북한이 핵무기 야망을 포기하도록 설득하기 위해 양자협상을 열 것을 촉구하고 나섰습니다. 이는 콘돌리자 라이스 미 국무장관이 북한의 핵실험 이후 나온 유엔 대북한 제재 결의에 대한 지지를 확보하기 위해 아시아 지역을 순방하고 있는 중에 나온 것입니다.

미국 상원 군사위원회의 민주당 소속 칼 레빈 (Carl Levin)의원은 조지 부시 미국 대통령이 북한과의 일대일 직접대화에 대한 거부감을 버릴 때가 됐다고 말했습니다. 레빈 의원은 18일 기자들과의 전화회의에서 동맹국들과 협력국들이 미국이 북한과 일대일 대화를 갖기를 원한다면 그렇게 해야 한다면서 이같이 밝혔습니다.

레빈 의원은 북핵 6자회담의 다른 참가국들인 한국, 중국, 그리고 러시아도 이같은 직접 대화를 지지하고 있는 것으로 알고 있다면서 양자 협상을 거부하는 것이야말로 북한의 손에 끌려다니는 것이라고 주장했습니다.

레빈 의원은 미국은 대북한 정책의 방향을 전환해서 현재의 상황을 호전시키고 북한이 더 이상 핵 개발을 하지 못하도록 막는 것을 시도해야 한다고 말했습니다.

이날 전화회의에는 로드 아일랜드주의 잭 리드 (Jack Reed) 상원 군사위 소속 민주당 의원도 참여했습니다.

리드 의원 역시 미국이 북한과의 대화를 시작하는 것이 중요하다고 강조했습니다. 두 의원들은 또 부시 대통령에게 핵 문제를 보다 효과적으로 처리하기 위해 대북한 정책 조정관을 임명할 것을 주문했습니다. 이들은 부시 대통령이 최근 서명한 2007년 방위 수권 법안에 따라 대통령이 60일내로 대북한 조정관을 임명하게 돼있다고 지적했습니다.

북한은 화폐 위조와 돈세탁 혐의 등에 대한 미국의 대북한 금융제재를 해제할 것을 요구하면서 일년 넘게 6자회담으로의 복귀를 거부하고 있습니다. 부시 행정부는 6자회담의 틀 밖에서 북한과의 직접대화를 거부한다는 입장을 고수하고 있습니다.

미국 관리들은 지난 1994년 클린턴 행정부 당시 이루어진 ‘북미 제네바 합의’는 북한이 핵 동결 약속을 어기면서 2002년에 실패로 끝난 것으로 보고 있습니다. 북한은 지난 2002년 고농축우라늄 핵개발 계획을 처음으로 공식 확인한 바 있습니다.

Two key Senate Democrats are calling on the Bush administration to open bilateral talks with North Korea in an effort to persuade Pyongyang to end its nuclear weapons ambitions. Their comments come as Secretary of State Condoleezza Rice is traveling in the region to rally support for a U.N. resolution to isolate North Korea following its nuclear test. VOA's Deborah Tate reports from Capitol Hill.

The top Democrat on the Senate Armed Services Committee, Senator Carl Levin of Michigan, says it is time the Bush administration drop its refusal to hold one-on-one talks with North Korea.

/// LEVIN /// "We have got to see if we can now change the direction in our Korean policy to see if we can't turn this around and prevent North Korea from pursuing their nuclear ambitions any further."

Levin made his comments in a conference call with reporters. He was joined by Senator Jack Reed, a Rhode Island Democrat and fellow member of the Armed Services Committee.

Both senators agree the United States should engage in bilateral talks with North Korea in coordination with South Korea, China, Japan and Russia -- the countries taking part in the six-party negotiations aimed at persuading Pyongyang to give up its nuclear program.

North Korea has boycotted those talks for more than a year, demanding that the United States drop financial sanctions it has imposed to punish Pyongyang for alleged counterfeiting and money laundering. The Bush administration has refused to deal directly with Pyongyang outside the six-party framework.

U.S. officials note that the 1994 bilateral nuclear freeze deal with North Korea negotiated by the Clinton administration collapsed in 2002 amid U.S. charges of North Korean cheating.

Senators Levin and Reed called on President Bush to appoint a coordinator for North Korea policy to more effectively deal with the issue. They note a defense authorization bill recently signed by President Bush calls for him to name such a coordinator within 60 days.
