부쉬 행정부, 도청계획 위헌 판결에 항소 (Eng)


부쉬 행정부는 국내 도청계획이 위헌이라는 연방법원 판사의 결정에 대해 항소를 제기했습니다. 미 법무부 소속 변호사들은 오하이오주 신시내티의 연방항소법원에 관련 서류를 제출했습니다.

미시간주 연방법원의 판사는 지난 8월 이 계획은 미국인들의 언론자유와 비이성적 수색으로부터의 자유를 위반하는 것이라고 판결했습니다.

부쉬 대통령은 2001년 9/11 테러사태 직후 도청계획을 허가했으며 이에 따라 국가안보국은 법원의 허가 없이 해외에서 미국으로 걸려오는 전화와 이메일을 감시했습니다.

이에 대해 미국인권연합은 부쉬 행정부의 계획이 자신들의 해외접촉에 피해를 준다고 주장하는 많은 학자들과 변호사들을 대신해 도청계획에 반대하는 소송을 제기했습니다.

The Bush administration has appealed a ruling by a federal judge that its controversial domestic surveillance program is unconstitutional.

Lawyers for the U.S. Justice Department filed the documents Friday in a federal appeals court in (the midwestern U.S. city of) Cincinnati, Ohio.

President Bush authorized the program shortly after the September 11th, 2001 terrorist attacks in the United States. Under the program, the National Security Agency monitored phone calls and e-mails received in the U.S. from overseas, without getting a court's permission.

The American Civil Liberties Union filed a lawsuit against the program on behalf of many scholars and lawyers who say it hurts their work with contacts abroad.

A federal judge in (the northern state of) Michigan ruled in August that the program violates Americans' rights of free speech and freedom from unreasonable searches.
