중국 정부, 북한의 핵 실험에 '분노' (영문첨부)

그러나, 중국이 과연 신랄한 비판을 뒷받침할 강력한 대북한 제재 조치를 취할 것인지는 아직 불투명한 상황입니다.

중국 외교부는 9일, 북한이 국제 사회의 보편적인 반대를 무시하고 제 멋대로 핵 실험을 실시했다고 비판하면서, 중국은 이에 대한 단호히 반대를 표시한다고 밝히는, 전례없이 노골적으로 북한을 비판하는 성명을 발표했습니다.

중국 외교부는 이어 한반도 비핵화 실현, 핵 확산 반대가 중국 정부의 확고하고 일관된 입장이라고 강조했습니다.

또한 그동안 중국은 북한에게 비핵화 약속을 성실히 지킬 것과 정세를 더욱 악화시킬 수 있는 일체의 행동을 중지할 것, 그리고 다시 6자회담의 궤도로 돌아올 것 등을 강력히 요구해 왔다고, 중국 외교부는 성명에서 밝혔습니다.

그동안 중국은 북한에게 핵 실험을 실시하지 말라고 거듭 경고해 왔습니다. 중국은 북한의 지난 7월 미사일 시험 발사를 규탄하는 유엔 안전보장 이사회 결의안을 마지못해 지지했었습니다.

중국의 후진타오 국가주석는 지난 8일 베이징에서 열린 아베 신조 일본 총리와의 정상회담에서, 북한의 핵 실험이 결코 용납되지 않을 것이라고 말하기도 했습니다.

베이징 인민대학교의 쉬인홍 국제관계학 교수는 중국 지도부는 북한의 그같은 도전적인 행동을 모욕으로 간주한다고 지적하면서, 이로 인해 중국이 오랜 동맹국인 북한에 대해 단호한 행동을 취할 수도 있다고 말했습니다.

쉬 교수는 중국은 이미 이른바 동맹국인 북한으로부터 앞서 배신을 당했다고 느끼고 있다면서, 그러나, 이번 일은 과거 북한이 취했던 그 어떤 행동보다 훨씬 더 심각한 것이라고 말했습니다.

중국 외교부는 9일 강경한 표현을 담은 성명을 발표했지만, 앞으로 중국 정부가 어떤 행동을 취할 것인지는 밝히지 않았습니다.

중국은 북한 김정일 정권에 대한 최대의 식량 및 연료 제공국가지만, 북한에 제재를 부과하기를 꺼리고 있습니다. 식량이나 연료 제공을 중단할 경우, 북한 정권이 붕괴됨으로써 불안정과 함께 북한 난민들이 중국으로 대거 유입되는 사태가 초래될 것을 우려했기 때문입니다.

캐나다 알베르타 대학교의 중국 정치 전문가인 웬란 장 교수는 핵 실험을 막기 위한 외교적 노력이 실패했기 때문에 중국의 고민은 더 깊어졌다고 지적했습니다.

장 교수는 한편으로 중국은 북한이 점진적으로 개혁되고 미국과의 핵 대치에서 벗어나도록 만들기를 원하고 있고, 그와 동시에 중국은 지금처럼 핵 실험이 강행될 경우, 상황이 더욱 악화될 것이라는 점을 분명히 알고 있다고 말했습니다.

장 교수는 지금 이 순간 중국 정부는 아주 어려운 선택에 직면해 있다고 덧붙였습니다.

한편, 중국 외교부는 9일 발표한 성명에서 북한의 핵 실험에 대한 중국 정부의 분명한 불만을 표시했음에도 불구하고, 동북아의 평화와 안전을 유지하는 것이 관련 당사국의 공동 이익에 부합된다며 관계국들의 냉정한 자세를 당부하기도 했습니다. 또한, 중국은 협상과 대화를 통해 문제를 평화적으로 해결하는데 노력을 아끼지 않을 것이라는 점도 강조됐습니다.

The apparent testing of a nuclear device by North Korea Monday represents a failure of the diplomatic efforts China has facilitated to resolve the North Korean nuclear crisis.

Beijing has reacted angrily, issuing a stern condemnation shortly after Pyongyang announced it had detonated the device. However, as VOA's Luis Ramirez reports from Beijing, it remains to be seen whether China will back up its harsh words with tough measures.

In an unusually blunt statement Monday, the Chinese foreign ministry said China is "resolutely opposed" to the announced North Korean action, and accused Pyongyang of acting "brazenly."

China was just one nation among many worldwide, including the United States, issuing strong condemnations of North Korea on Monday.

China had repeatedly warned the North against such acts. It reluctantly supported a U.N. Security Council resolution condemning the North's testing of several missiles in July. On Sunday, Beijing joined with Japan in saying it would not tolerate a North Korean nuclear test. International relations professor Shi Yinhong of Beijing's People's University says the Chinese leadership views Pyongyang's defiance as an insult - one that may cause China to take decisive action against its longtime ally.

"China has already felt betrayed by its so-called ally, North Korea, previously. But this is of course, more serious than any action that North Korea has taken before that."

Despite its tough language, the Chinese statement on Monday did not say what actions - if any - Beijing would take as a result. China is the biggest supplier of grain and fuel to Kim Jong Il's North Korea, but has been reluctant to implement sanctions against his government.

The primary reason: Beijing fears cutting off the flow of food and fuel might cause the regime to collapse, triggering instability and a flood of North Korean refugees into Chinese territory. Professor Wenran Jiang, an expert on Chinese politics at the University of Alberta in Canada, says China's dilemma has grown now that diplomatic efforts to avert a test have failed.

"On the one hand, China wants to have a reformed North Korea gradually emerging and moving away from nuclear confrontation with the United States. At the same time, it knows quite clearly (that) if a nuclear test goes ahead, as it has done, then the situation will become worse. Beijing is facing a very difficult choice at the moment."

Despite China's evident displeasure, Monday's statement repeated Beijing's calls for the crisis to be resolved peacefully, through dialogue and consultation.
