[프로파일] 36 년 경력의 정통외교관 반기문 외교 통상부장관 (영문첨부)


올해 62세인 반기문 장관은 서울대학교 외교학과를 졸업하고 하바드 대학교 케네디 행정대학원에서 석사학위를 받은 뒤 1970년에 외무부에 첫발을 내디딘뒤,전문 외교관으로 경력을 쌓아온 정통 외교관입니다.

반 장관은 지난 36년동안의 외교관 생활동안 유엔 과 유엔 주변에서 여러 차례 근무하는 등 한국 외무부에서 승진을 거듭한 직업 외교관이었습니다.

지난 2004년 1월 외교통상부 장관에 오르기 전 반 장관은 당시 한승수 외교장관이 유엔총회 의장을 맡는 동안 의장 비서실장을 지낸 바 있습니다.

반기문 장관은 지난 2월 유엔 사무총장 후보로 출마한다고 발표했습니다. 외교관들은 반 장관이 자신을 조용하면서도 효율적인 행정가로 인식시키는 가운데 원활하고 효과적인 선거운동을 펼쳤다고 말합니다. 반 장관은 지난달 유엔 총회 연설에서 자신이 갖고있는 유엔의 미래상을 일부 내비추었습니다.

반 장관은 유엔창설의 처음 목적이자 주요 목표는 또다른 세계대전을 방지하는 것이었다고 말했습니다. 유엔은 40년동안 냉전이 계속됐음에도 불구하고 그같은 기본목표를 달성했을 뿐만 아니라, 전쟁직전 상태에 놓인 나라들에게 그들의 입장차이를 외교적으로 해결할 수 있는 방안을 제공했다고 반 장관은 말했습니다.

그러나 장래동향에 관해 방심할 수는 없다면서 20세기 유엔의 주요임무가 국가간의 갈등을 막는 것이었다면 새로운 21 세기의 주요임무는 새로운 도전에 맞서 국가들을 강화하고 국가간 제도를 보전하는 것이 될 것이라고 반기문 장관은 밝혔습니다.

반 장관의 친구들과 동료들은 온화한 대화태도 때문에 강력한 개인적 매력을 결여한다는 인상을 줄 때도 있지만 반기문 장관은 위엄있는 태도도 보일 수도 있다고 말합니다. 동아일보 뉴욕 특파원인 공종식 기자는 눈에 띄게 전면에 나서지않는 것은 반 장관의 선거운동 전략이었다고 말했습니다.

공종식 특파원은 반기문 장관 자신이 계속 강조한 바와 같이, 반 장관과 한국 외교관들의 선거운동 전략은 조용한 외교였다고 말했습니다. 투표과정을 분석한 결과, 처음에 너무 눈에 띄면 공격을 받아 무너지는 경우가 많았기 때문이란 설명을 들었다고 공 특파원은 밝혔습니다.

다른 유엔 전문가들은 반기문 장관이 코피 아난 현 유엔 사무총장에 비해 유엔의 광대한 관료제도 운영에 좀 더 초점을 맞출 것으로 보인다고 말했습니다. 미국정부 관리들은 다음 유엔 사무총장이 좀 더 행정개혁에 힘쓰길 바란다고 말한 바 있습니다. 미국 유엔협회의 수잔 디 마지오 부회장은 반 장관이 ‘보다 나은 운영’이란 기반 아래 선거운동을 펼쳤다고 말했습니다.

디 마지오 부회장은 반기문 장관이 뭔가 조금 다르게 만들려는 의도를 갖고있었던 것 같다고 말했습니다. 디 마지오 부회장은 반 장관이 공개적으로 유엔의 하루하루 운영을 돌볼 사무차장을 임명하겠다고 말한 것을 지적하면서 그같은 점을 미뤄볼 때 앞으로 유엔은 상당히 다른 기구가 될 것 같다고 말했습니다.

미국 외교관들은 반 장관이 차기 유엔 사무총장으로 선출될 것이 확실시되자 환영을 표시했습니다. 존 볼튼 유엔주재 미국대사는 10년전 남북한 유엔 동시가입을 이뤄내기까지 과정에서 반 장관과 함께 일한 경험이 있다고 밝혔습니다.

비판자들은 현재 유엔과 미국의 불안한 관계를 볼 때 반 장관과 미국간의 친밀한 관계가 유엔에게 불리하게 작용할 수 있다고 주장했습니다. 수잔 디 마지오 미국 유엔협회 부회장은 반 장관과 미국과의 관계는 축복이 될 수도, 저주가 될 수도 있다고 경고합니다.

반 장관이 라이스 미 국무장관한테든 누구한테든 워싱톤에 전화를 건다면 그들이 전화를 받을 것이란 점은 확실하지만 유엔 안건중에는 몇가지 다른 문제들이 있기 때문에 미국과의 밀접한 관계가 반 장관에게 부담이 될 수도 있다고 디마지오 씨는 말했습니다. 그 한 예로 이란 핵 계획과 같은 문제를 들 수 있다고 디마지오 씨는 말했습니다.

반기문 장관은 최근 기자회견에서 미국과의 과거 제휴관계가 자신에게 해가 되리라는 주장을 일축했습니다. 반 장관은 미국과의 관계는 자신에게 부담이 아니라 소중한 자산이라고 말했습니다.

South Korean Foreign Minister Ban Ki-Moon is on track to become the next secretary-general of the United Nations. A formal vote of the Security Council is set for next Monday. Sixty-two year old Ban Ki-Moon is the quintessential career diplomat. He joined South Korea's foreign service in 1970, after graduating from Seoul's prestigious National University and earning a Masters degree from the Kennedy School of Government at Harvard.

He rose through the foreign ministry ranks, serving several stints in and around the United Nations during his 36-year career. Before taking the ministry's top job in January 2004, he served as chief aide to the president of the U.N. General Assembly.

Ban announced his candidacy for the secretary-general's job last February. Diplomats say he ran a smooth and efficient campaign, portraying himself as a quiet but effective administrator. In a speech to the U.N. General Assembly last month, he gave a preview of his vision for the world body.

"The United Nations was created first and foremost to forestall another world war. Not only has it achieved this cardinal goal despite four decades of Cold War, but it has also offered states multiple means of resolving their differences short of war. However, we cannot be sanguine about future trends. If the U.N.'s primary task in the 20th century was to curb interstate conflict, its core mandate in the new century must be to strengthen states and to preserve the interstate system in the face of new challenges."

Ban's friends and associates say his soft-spoken style is sometimes mistaken for a lack of charisma. But they say he can be a commanding presence. Jong sik Kong is the New York correspondent for South Korea's Dong-a Ilbo (East Asia) daily newspaper. He says the low-key appearance was part of Ban's campaign strategy.

"That was his strategy, including many South Korean diplomats, including Mr. Ban Ki-Moon himself kept emphasizing that. They were keeping low key. I asked why they chose that strategy, their answer was like this, 'If they analyze the voting process, many candidates who are more high-profile usually fail, so that's why they chose the track of 'low key'".

Other veteran U.N. watchers say Ban is likely to focus more on managing the world body's vast bureaucracy than his predecessor, Kofi Annan. U.S. officials have made clear they want the next secretary-general to be more of an administrator. Suzanne Di Maggio, vice-president of the U.N. Association of the United States, says Ban campaigned on a "better management' platform.

"I think his intention is to make it a little different. He has stated publicly that he would like to appoint a deputy secretary-general who has the mandate and the authority to run day-to-day operations of the organization. So by virtue of that fact, it would be quite a different organization. "

U.S. diplomats hailed Ban's impending selection. Washington's U.N. Ambassador John Bolton noted that he had worked with the Korean diplomat a decade ago on the plan that eventually led to U.N. membership for both North and South Korea.

Critics have suggested that Ban's closeness to Washington might be seen as a handicap at the United Nations, given the world body's rocky relationship with Washington. The U.N. Association's Suzanne Di Maggio says Ban's relationship with Washington can be both a blessing and a curse.

"Certainly I think when he tries to call Washington, whether it's Secretary Rice or someone else, they will definitely pick up the phone. On the other hand, there are number of issues that are priorities on U.N agenda, that it may work to his disadvantage to be closely allied to the United States, I'm thinking of issues such as Iran nuclear program. In a case like that, it would be a disadvantage for someone like Mr. Ban."

In a recent interview, Ban himself rejected suggestions that his past association with America would hurt him. He told reporters, "that's an asset, not a liability".
