일본, 미국산 쇠고기 수입 재개 (영문첨부)


일본이 미국산 쇠고기 수입을 재개한 가운데 곧 한국도 미국 쇠고기 수입을 다시 허용할 방침입니다. 미국산 쇠고기의 3대 시장에 속했었던 일본과 한국은 지난 2003년 미국에서 광우병 사례가 발생하자 미국산 쇠고기 수입을 금지한 바 있습니다. 이제 두 나라가 미국산 쇠고기 수입을 허용하기 시작했으나 미국 축산업자들이 이들 시장에서 과거와 같은 호황을 누리려면 계속 힘든 싸움을 벌여야할 것으로 보입니다.

이에 관해 좀 더 자세히 전해드리겠습니다.

‘소해면상 뇌증’, 널리 광우병이라고 알려져있는 질병에 대한 공포가 소비자들 사이에 아직 남아있음에도 불구하고 일본 식품점과 식당에 미국산 쇠고기가 다시 등장했습니다. 일본 도쿄의 한 식당은 미국산 쇠고기의 수입재개를 환영하며 대대적인 기념행사를 벌였습니다.

도쿄의 인기식당 체인인 ‘요시노야’ 는 고객들을 위해 미국산 쇠고기 시식행사를 벌였습니다. 시식요리의 양이 제한돼있었기 때문에 손님들 가운데는 미국산 쇠고기 요리를 시식하기위해 무려 열두시간이나 기다린 사람도 있었습니다.

토마스 쉬퍼 일본주재 미국대사는 미국의 쇠고기 수출업자들이 한 해 15억 달러에 상당하던 일본시장을 다시 재건할 수 있도록 돕기위해 미국 쇠고기 홍보에 적극 나서고있습니다. 도쿄시내에서 열린 또다른 미국 쇠고기 시식행사장을 떠나며 쉬퍼 대사는 지난 며칠동안 거의 매 끼 미국 쇠고기를 먹느라 자신의 콜레스테롤 수준이 치솟았을 것이라며 우스갯 소리를 건넸습니다. 그러나 쉬퍼 대사는 미국 쇠고기에 대한 일본인들의 입맛이 매우 중요하다고 말했습니다.

쉬퍼 대사는 문제는 일본인들이 다시 미국산 쇠고기를 찾게될 것인가 하는 점인데 시식행사가 성황을 이루고있는 점을 볼 때 그렇게 될 것으로 생각한다고 말했습니다.

일본은 밀고당기는 치열한 협상끝에 특별히 인증을 받은 수출업자로부터 21개월 미만 소의 고기만을 수입한다는데 합의했습니다. 광우병으로부터 소비자들을 보호하기위한 소 월령의 국제기준은 30개월 미만입니다.

한편 한국에서는 몇가지 이견사항이 조율되는데로 앞으로 몇주안에 미국산 소의 살코기 수입을 허용할 방침입니다. 광우병은 가축에서 나타나는 퇴행성 신경질환으로20년전 영국에서 처음 보고됐습니다. 지난 1996년 광우병에 걸린 소의 고기를 먹은 사람이 광우병과 유사한 인간의 질병 ‘크로이츠펠트 야곱병’에 걸린 사례가 발견됨에 따라 광우병은 국제적인 문제로 떠올랐습니다.

미국 질병통제 센터는 지난 10년동안 11개국에서 백96명이 이 병에 걸린 것으로 집계됐다고 밝힌 바 있습니다. 대부분의 환자들은 영국에서 발생했으며 일본에서도 한 명이 이 병의 증세를 보인 것으로 알려졌습니다.

American beef is back in the Japanese market and slated to return to South Korea soon. But for America's beef exporters, who lost two of their three largest markets in 2003 after a few cases of mad cow disease were discovered in the United States, it is going to be an uphill struggle to rebuild their north Asian business. VOA's Steve Herman has more from Tokyo.

TEXT: Despite consumer fears in north Asia about possible bovine spongiform encephalopathy, more commonly known as mad cow disease, American beef is returning to shops and restaurants in this region with ceremonial flourish.

Staff at Tokyo's popular Yoshinoya restaurant chain welcome patrons back to sample dishes made with American beef. Some diners waited as long as 12 hours to make sure they would get a taste - as supplies are limited for now.

Ambassador Thomas Schieffer has been heavily promoting U.S. beef to help American exporters rebuild their nearly one-and-one-half-billion dollar annual business in Japan.
The ambassador, leaving another beef promotional lunch in downtown Tokyo, joked that his cholesterol count must have soared in recent days after eating American beef for nearly every meal. But he says what is important is Japan's appetite for U.S. meat.

"The real issue here is whether the Japanese consumer will come back to American beef and I think you have seen ... that they are going to do that."

After intense negotiations, Japan agreed this month to accept meat from specially certified exporters processing U.S. cattle younger than 21 months.

The international standard age for cattle is 30 months to ensure protection against tainted beef from animals with mad cow disease.

Meanwhile in South Korea, U.S. boneless beef imports are due to resume within weeks, pending resolution of some minor disagreements.

Mad cow disease is a degenerative nerve disorder found in cattle that was first reported in herds in Britain 20 years ago. In 1996, there was global concern when scientists found that eating beef products from infected cows may cause a similar fatal brain disease in humans - a variant of Creutzfeldt-Jakob Disease.

The U.S. Centers for Disease Control says in the past 10 years there have been a total of 196 cases of the human illness in 11 countries. The majority of the patients have been in Britain. One person has been reported sick in Japan.
