"국제사회, 북한 미사일 대처 방안 있다" - 라이스 미 국무장관 (영문첨부)


미국의 콘돌리자 라이스 국무장관은 북한이 벼랑끝 전술을 펴고 있다면서 국제사회는 그에 대처할수 있는 다양한 방안을 갖고 있다고 말했습니다. 그러나 북한의 미사일 시험발사는 중국이 후원하는 북핵문제에 관한 6자협상의 종식을 의미하지는 않는다 고 라이스장관은 강조했습니다. 한편, 미국 국방부는 북한의 7개 미사일 발사를 모두 탐지했고 즉시 이들이 미국영토에 위협을 제기하지 않는다는 결론을 내렸다고 밝혔습니다. 미국의 소리 국무부와 국방부 출입기자의 보도를 정리해 드립니다.

북한의 미사일시험발사이후 첫 공개발언에서 라이스 국무장관은 북한은 이번 미사일발사가 국제사회를 분열시키게 될것으로 오판했을 수도 있다고 말했습니다. 그러나 미사일시험발사는 전세계적인 규탄을 촉발했고 따라서 북한의 계속적인 장거리 미사일과 핵무기추구는 앞으로 더욱 어렵게 될 것이라고 말했습니다.

북한의 연속적인 미사일 발사로 인해 북한의 자체 핵무기계획의 폐기를 종용하기 위한 목적의 중국이 후원하는 협상참가국들과 미국사이에는 집중적인 외교적 협의가 시작되었습니다. 워싱턴을 방문중인 터키의 압둘라 굴 터키외무장관과가진 공동기자회견중에 5일 라이스장관은 북한의 미사일 시험발사를 가리켜 도발적인 행위로 규정한 앞서의 백악관 반응을 그대로 되풀이했습니다.

그러나 그와 동시에 라이스장관은 북한의 무기활동에 관한 우려를 다룰 수 있는 바람직한 장치는 여전히 6자회담인 것으로 미국은 간주하고 있다고 강조했습니다. 6자회담은, 이런종류의 문제점을 해결하는데 이용될수 있는 외교적 틀을 제공해 준다고 라이스장관은 지적하고 이런 기회를 이용하는 것은 어디까지나 북한측에 달려있다고 말했습니다.

한국과 러시아, 일본, 미국 그리고 주최국인 중국을 포함하는 6자회담은 지난해 9월에 이룩된 기본 핵합의에도 불구하고 북한이 협상복귀를 거부하고 있어 지난해 11월이후 교착상태에 빠져있습니다.

한편, 미국 국방부는 북한이 5일 시험 발사한 미사일 7기 전부를 탐지했고, 신속하게 이번 미사일 발사가 미국 영토나 관할 지역에 대한 위협은 아니라는 판단을 내렸다고 밝혔습니다. 미 국방부는 또한 북한의 장거리 미사일 1기는 발사된 지 채 1분도 지나지 않아 스스로 추락했다고 말했습니다.

미국의 북미 항공 우주 방위 사령부는 북한의 미사일 시험 발사를 완전하게 파악하고 있었고, 그같은 처사의 중요성을 거의 즉각적으로 판단할 수 있었다고, 미 국방부의 브라이언 위트먼 대변인은 말했습니다. 위트먼 대변인은 북한의 모든 미사일 시험 발사가 탐지되고 감시됐다고 설명하면서, 발사가 진행되는 동안 요격미사일 동원은 선택 사안이었다고 덧붙였습니다.

INTRO: Secretary of State Condoleezza Rice said Wednesday the international community has multiple ways of responding to what she termed North Korean "brinksmanship." But she said the missile tests do not mean the end of the Chinese-sponsored six-party talks over the North Korean nuclear program. VOA's David Gollust reports from the State Department.

TEXT: In her first public comments on the issue, Secretary Rice says North Korea may have miscalculated that its missile tests would divide the international community.

But she says in fact, the missile tests have drawn world-wide condemnation and that multiple diplomatic tools are available to make it more difficult for North Korea to continue its pursuit of long-range missiles and nuclear weapons.

The barrage of missile tests has touched off intensive diplomatic consultations between the United States and other parties to the Chinese-sponsored talks aimed at persuading Pyongyang to end its nuclear weapons program.

In her remarks, a joint press appearance with Turkish Foreign Minister Abdullah Gul, Rice reiterated the initial White House depiction of the missile tests as a provocation.

But she also made clear that the United States still considers the six-party talks a viable mechanism for dealing with concerns about North Korea's weapons activities:

"What the six-party talks provide is a diplomatic infrastructure that can be used to resolve problems of this kind. And it would still be incumbent on the North Koreans to use that kind of infrastructure to address these issues. I might note that Chris Hill will soon be talking with his counterparts from the six-party talks in the region. And that simply demonstrates that the wisdom of the six-party framework is that it is now not a matter of the United States and North Korea. It is really a matter of the region saying to North Korea that it has to change its behavior."

Officials here said assistant secretary of state for East Asian Affairs Christopher Hill, the chief U.S. delegate to the six-party talks, will leave Washington late Wednesday on a mission to Beijing, Seoul, Tokyo and Moscow to discuss implications of the North Korean actions.

Secretary Rice is also discussing the issue by telephone with her foreign minister counterparts of major world powers.

The six-party talks, which include South Korea, Russia and Japan as well as the United States North Korea and host China, have been idle since last November, with Pyongyang refusing to return despite a framework nuclear accord reached in September.

Under it, Pyongyang said it was willing in principle to give up its nuclear weapons and related activities in return for security guarantees and aid from the other parties.

North Korea has said it will not return to the bargaining unless the United States drops economic sanctions it imposed last year because of alleged counterfeiting of U.S. currency and other illegal activity by Pyongyang.

The United States says the penalties are completely separate from the nuclear talks but that it would discuss the issue with North Korea if it rejoined the negotiations.


Spokesman Bryan Whitman says the North American Air Defense Command, known as NORAD, was fully aware of the North Korean launches, and was able to assess their significance almost immediately.

"Each and every launch was detected, monitored and interceptors were operational during the missile launches that took place. The commander of NORAD was able to determine rather quickly that the missiles didn't pose a threat to the United States or its territories."

Whitman would not say exactly what 'interceptors' were operational.

The new U.S. missile defense system is partly activated and has had about a 50-percent success rate in tests. That system, based in Alaska and California, is designed to intercept long-range missiles like one of those launched by North Korea. Shorter range missiles, which North Korea also launched, would be attacked, if necessary, by shorter-range, regionally-based systems.

Whitman says the Defense Department was prepared to respond to the North Korean launches if that had been necessary.

The Pentagon spokesman would not say whether senior officials were involved in those procedures. But he did confirm that the only one of the missiles that might possibly have reached the United States or its territories in the Pacific, failed within a minute after it was launched.

"The Taepodong-2, the missile that had been watched for some time, that we have been talking about for the past couple of weeks, appears to have failed on its own in the early stages of its launch, and also went into the Sea of Japan, along with the rest of the short-to-mid-range missiles."
