Amnesty International has accused the United States and other major powers engaged in the war against terrorism of setting aside human rights protections.

In its annual report, the London-based international rights group criticizes what it calls "deception and failed promises" by powerful governments, including those in the United States, Britain and other European countries, Russia and China.

Amnesty's Secretary General Irene Khan singles out the United States over the lengthy detention of suspected terrorists at Guantanamo Bay, Cuba.

Ms. Khan also expressed particular concern about the conflict in Sudan's Darfur region, blasting China and Russia for actively working to preserve their own economic interests in Sudan.

The report complains that worthy objectives have been sacrificed in the course of the war on terror, and that too many national leaders have ignored massive human-rights violations in Darfur, Chechnya and other trouble spots.

Amnesty International says human rights also are at risk in Colombia, Afghanistan, Iran, Uzbekistan and North Korea.
