그러나, 웰치 차관보는 미국은 리비아의 인권 기록과 함께, 고의적으로 어린이들에게 에이즈 바이러스인 HIV를 감염시킨 혐의로 리비아에서 사형 선고를 받은 5명의 불가리아 인 간호사와 1명의 팔레스타인 의사에 관해 여전히 우려하고 있다고 지적했습니다.
한편, 리비아 외무부는 미국 정부의 결정을 환영했습니다.

The United States has decided to restore normal diplomatic relations with Libya and plans to remove it from its list of state sponsors of terrorism.
U.S. Secretary of State Condoleezza Rice said in a statement the actions are in recognition of Libya's renunciation of terrorism and decision to abandon nuclear weapons.
Assistant Secretary of State for Near Eastern Affairs David Welch says the United States will soon upgrade its liaison office in Tripoli to a full embassy.
But he says the U.S. remains concerned about Libya's human rights record and the five Bulgarian nurses and Palestinian doctor sentenced to death in Libya on charges of intentionally infecting children with H-I-V.
Libya's Foreign Ministry welcomed today's (Monday's) announcement.
