'부쉬 대통령, 9-11 후 국가안보국에 국내 도청 인가' - 뉴욕 타임스 보도 (영문기사 첨부)


9/11 테러공격 이후 미국인이나 미국내에 있는 다른 나라 국민에 대한 미 국가안보국, NSA의 도청을 조지 부쉬 대통령이 비밀리에 인가했다고 [뉴욕타임스] 신문이 16일 보도했습니다.

국가안보국은 9/11 사태 이전에는 법원의 승인을 얻어 필요한 기관에 대한 도청을 했으나, 9/11 이후에는 법원의 영장 없이 미국 국경을 넘어 들어오는 국제전화와 이메일을 도청했다고 밝혔습니다.

뉴욕타임스 신문은 이날 이러한 사실을 익명을 요구하는 10여명의 전현직 관계자와의 인터뷰를 통해 밝혀냈다고 주장했습니다. 이 인터뷰에서 관계자들은 이 같은 도청으로 2003년 알 카에다와 연계해 오하이오 주의 브루클린 다리 폭파기도를 자백한 이만 패리스를 비롯한 다수 테러분자들의 기도를 파헤칠 수 있었다고 말했습니다.

The New York Times says President Bush secretly authorized the National Security Agency to eavesdrop on people inside the United States to try to track terrorist activity.

The newspaper reported today (Friday) that nearly a dozen unidentified former and current officials discussed the program with the Times because they were worried the classified program might be illegal. The officials said the National Security Agency, which normally gathers intelligence overseas, was authorized in 2002 to eavesdrop without a warrant on international phone calls and emails that cross U.S. borders.

Several sources told the Times the program helped expose a naturalized citizen (Ohio trucker Iyman Faris) who confessed in 2003 to a plot to destroy the Brooklyn Bridge. The Times said the White House asked the paper not to publish its story, and it delayed the report for a year.

Asked about the report, a White House spokesman (Scott McClellan) said he would not discuss intelligence activities related to national security, nor would he confirm whether the White House had asked the Times not to publish its story. The spokesman added Mr. Bush remains fully committed to upholding the Constitution and the civil liberties of the American people.
