버마 집권 군사 정부의 한 고위 당국자는 점진적인 정치 변화를 위한 버마 지도부의 계획만이 이른바 버마의 체계적인 민주주의를 향한 유일한 방안이라고 말했습니다.
버마 군부 서열 3위의 탄 쉬엔 장군은 5일 새헌법 초안 마련을 위해 개최된 전국 제헌 대회에서 이같이 연설했습니다. 버마 군부에 의해 선출된 천여명의 대표들이 수도 랭군 근처에서 열리고 있는 대회에 참석하고 있습니다.
그러나 15년전 버마에서 마지막 실시된 선거에서 승리했지만 집권하지 못했던 민족 민주 동맹을 비롯해 버마의 여러 정치 단체들이 불참하고 있습니다.

A senior member of Burma's ruling junta says the military leadership's plan for gradual political changes is the only way to move the Southeast Asian nation toward what the general calls a state of "disciplined democracy."
Thein Sein, (a lieutenant general who is) the third-ranking member of the junta that controls Burma, addressed the latest session today (Monday) of the country's National Convention, which is intended to draft a new national constitution. More than one-thousand delegates chosen by the junta are attending the convention near Rangoon.
However, many Burmese political groups are absent -- in particular, the National League for Democracy, which won Burma's last elections 15 years ago, but has never been allowed to govern. The NLD says it will not take part in the meetings until its leader, Aung San Suu Kyi, and other party members are released from detention.
