반기문 외교통상부 장관은 3일간의 일정으로 일본을 방문하기 위해 27일 출국할 예정입니다. 출국 하루 전날인 26일, 반 장관은 이번 방문이 불가피 한 것이라고 말하며, 그러나 고이즈미 일본 총리의 신사참배로 인해 한-일 정상회담은 여전히 보류중이라고 말했습니다. 반 장관은 또한 이번 방문이 한-일 양국간의 외교 관계를 축소하는 첫 단계가 될 수도 있다고 시사했습니다.

반 장관은 기자들에게, 한국이 일본과의 일대일 관계와 다각적인 현안에 대한 협력 간에 차별을 두는 것이 가치있을 수도 있다고 말했습니다. 반 장관은 일본에서 다음 달 한국 부산에서 열리는 아시아 태평양 경제 협력체, APEC 회의와 북핵 문제를 논의할 예정입니다. 그러나 반장관의 일본 방문은 금주 초만해도 지난주 있었던 고이즈미 일본 총리의 신사참배에 대한 항의로 취소될 것으로 여겨졌었습니다.

고이즈미 총리가 방문한 야스쿠니 신사는 2차 세계대전 당시 유죄 선고를 받은 전범들을 포함한 일본인 전몰자들을 기리는 곳으로 과거 일본 군국주의의 상징입니다. 고이즈미 총리는 신사 참배때 마다 전쟁 당시 일본에 점령됐던 한국과 중국 및 다른 아시아 국가들에서 어김없이 항의 시위가 촉발됨에도 불구하고, 총리 취임이후 반복적으로 신사를 참배해왔습니다. 반 장관은 이번 방문을 통해 고이즈미 총리의 신사참배에 대한 한국 정부의 유감을 강조할 것이며, 일본측의 반응에 따라 올해 말 예정된 한-일 정상회담의 개최여부가 결정될 것이라고 밝혔습니다.

한국정부는 일본이 20세기 초 한국에 대한 35년간 식민통치 기간동안 자행한 잔혹한 행위들에 대해 충분한 사과나 보상도 하지 않았다고 강조하며, 일본은 전쟁 당시의 사건들을 교과서에서 삭제하거나 심지어 찬미하는 행위를 계속하고 있다고 말합니다. 고이즈미 총리는 다음달 한국에서 열릴 APEC 회의에 참석할 예정입니다.

한국 관리들은 APEC 회의에서 고이즈미 총리와 한국의 노무현 대통령간의 별도의 정상회담 가능성을 축소하고 있습니다. 그러나 반기문 외교통상부 장관은 한국은 북한의 핵무기 계획과 같은 지역 현안에 대해선 일본과 계속 긴밀히 협력할 것이라고 말했습니다. 한국과 일본은 핵심적인 무역 상대국이자, 북한의 핵 계획 폐기를 촉구하는데 있어 그동안 긴밀히 협력해 왔습니다.

북한의 핵 계획 폐기를 위해 남북한과 미국, 러시아, 일본 그리고 중국이 참가한 6자회담이 11월 초 재개될 예정인 가운데, 반 장관은 참가국들이 지난4차 회담에서 합의된 원칙들을 이행하기 위한 실천 계획안들을 도출하기 위해 노력할 것이라고 말했습니다. 일본은 26일, 6자회담에 앞서, 일본의 외무부 장관이 올들어 첫 고위급 회담으로써 다음 주 베이징에서 북한 외무상과 회담할 것이라고 발표했습니다.

INTRO: One day before leaving on a visit to Japan, South Korea's foreign minister has suggested his country may scale back its ties with Tokyo. South Korea is angry over what it views as Japan's continued glorification of its wartime past. However, officials say Seoul will still work closely with Tokyo on multilateral issues. VOA's Kurt Achin reports from Seoul.

TEXT: South Korean Foreign Minister Ban Ki-moon is scheduled to leave Thursday for a three-day visit to Japan. On Wednesday, he implied that the visit might be a first step in a scaling back of ties between the two countries.

Mr. Ban told reporters it may be worth making a distinction between South Korea's one-on-one relationship with Japan, and its cooperation on issues of multinational concern. Earlier this week, it looked like Mr. Ban might cancel the Tokyo trip altogether, in protest over yet another visit by Japanese Prime Minister Junichiro Koizumi last week to a controversial Japanese shrine.

The shrine honors Japanese war dead, including men convicted of war crimes during the Second World War. Mr. Koizumi has made repeated visits to the shrine since becoming prime minister, even though the visits invariably prompt protests from South Korea, China and other Asian countries that were occupied by Japan during the war. Seoul says Tokyo has not done enough to apologize or compensate for atrocities it committed during its 35 years of colonial rule over Korea in the first half of the 20th century.

They say Japan continues to sanitize and even glorify its wartime past in school textbooks. Mr. Koizumi is due in Busan, South Korea, next month for a summit of the Asia-Pacific Economic Cooperation Forum, or APEC. South Korean officials are now downplaying any possibility of a meeting on the sidelines of the summit between him and South Korean President Roh Moo-hyun.

However, Foreign Minister Ban says South Korea will continue to cooperate closely with Japan on such regional issues as North Korea's nuclear weapons programs. The two countries will join the United States, China and Russia next month at a new round of talks aimed at convincing North Korea to end those programs. Japan announced Wednesday that as a precursor to those talks, its foreign minister will meet with his North Korean counterpart next week in Beijing, the first such high-level meetings in a year.
