남북 장관급회담 폐막 - 교류확대 합의, 한반도 평화체제 구축에는 미흡 (영문기사 첨부)


남북 장관급 회담에 참석한 양측 대표들은 16일 쌍방간의 교류 확대와 서로에 대한 기존의 입장에 변화를 약속하는 공동 보도문을 발표하며 회담을 마쳤습니다.

그러나 이번 회담은 당초 협상을 통해 공식적인 한반도의 평화 체제로 야심차게 나아가려했던 한국의 희망에는 미치지 못했습니다.

장관급 회담 한국측 수석 대표인 정동영 통일부 장관과 북한측 수석 대표인 권호웅 내각 참사는 공동 보도문에서 과거 쌍방간의 진부한 관념과 관행들을 걷어내자고 약속하며 나흘간의 장관급 회담을 종결했습니다.

북한의 권호웅 대표는 이번 회담 결과에 대해 낙관적인 자세를 보였습니다.

“북남 당국은 대결 시대의 관념과 관행에서 대담하게 벗어나 화해와 협력의 실질적인 열매를 마련하기 위하며 모든 노력을 다해야 할 것입니다.”

공산 북한은 지난 1950년 자본주의 국가인 한국을 침공했습니다. 남북한은 영구적 평화 조약과 싸우기를 접은 채1953년 체결됐던 휴전 협정을 그동안 다른 협정으로 대체하지 못해왔습니다. 그러나 이번 회담을 통해 쌍방간에 평화 협정 체결쪽으로 나아가자는 한국의 제의는 실현되지 못했습니다.

북한은 또한 남북 군사 당국자간의 회담 개최와 서울과 평양에 영구적인 연락소를 설치하자는 한국의 제의를 거절했습니다. 북한은 그들의 오랜 요구사항이었던 한미 합동 군사 훈련의 중지를 거듭 주장했습니다. 미국은 북한의 또다른 침공을 억지하기 위해 3만 2천명의 미군을 한국에 주둔시키고 있습니다.

북한은 또한 북한 정부에 호의적인 자세를 보이는 모든 행위들을 엄격하게 제한한 한국의 국가 보안법을 철폐하라고 주장했습니다.

이번 남북 장관급 회담은 남북한 쌍방간의 교류에 일부 진전을 도출해냈습니다. 남북 대표단은 공동보도문에서 차기 장관급 회담을 12월에 제주도에서 개최하기로 합의했습니다.

양측은 또 지난달에 처음 실시됐던 이산가족 화상 상봉을 연내에 두차례 추가로 실시하는 한편 11월초 금강산에서 12차 이산가족 상봉행사를 열기로 합의했습니다. 남북한에는 아직도 1953년 수 백만명의 이산 가족들이 남아 있습니다.

이번 회담은 지난 2000년 역사적인 남북 정상 회담 개최 이후 양측간에 열린 16번째 장관급 회담이었습니다. 이 회담은 베이징에서 북핵 관련 6자 회담이 암운에 드리워진 가운데 개최됐으며, 북한 당국의 입장 변화로 회담이 진전되리라고 기대했던 한국 당국의 희망은 현재 불확실한 상태입니다.

6자 회담 참가국인 중국과 러시아 일본, 미국, 그리고 한국은 북한의 핵 계획 폐기 대가로 북한에 다자 안전 보장과 경제, 외교적인 보상등을 제의해왔습니다. 그러나 이번 협상은 16일에도 북한이 전력 생산을 위해 경수로를 포기할 수 없다고 거듭 주장하면서 회담이 계속 교착상태에 빠져있습니다.

한국의 정동영 통일부 장관은 6자 회담이 진전을 보이지 못하고 교착 상태에 빠져있는 현 상황에 대해 유감스럽다고 말했습니다.

“사흘째를 맞고 있는 6자 회담이 난항을 겪고 있다는 그러한 소식에 마음이 무거웠습니다.”

한편, 남북한은 17차 남북 장관급 회담을 오는 12월 13일부터 16일까지 제주도에서 개최할 예정입니다.

Senior officials from North and South Korea wrapped up talks Friday by announcing more exchanges as well as a commitment to change how they of think about one another. But the discussions fell short of the more ambitious steps toward a formal peace Seoul hoped to achieve. VOA's Kurt Achin reports from Seoul.

In a joint statement Friday, senior ministers from North and South Korea concluded four days of talks promising to "scrap outdated mindset and practices."

North Korea's chief delegate to the Pyongyang talks, Kwon Ho-woong, was upbeat about the meeting:

Mr. Kwon says the two Koreas have an opportunity to depart from the Cold War, and to allow each side to respect the other's ideology and system.

Communist North Korea invaded capitalist South Korea in 1950. The two Koreas have never replaced the 1953 armistice that halted fighting with a permanent peace treaty. South Korea's proposals to take steps toward a treaty went unfulfilled this
week.

North Korea also rebuffed the South's offers to initiate direct meetings between defense ministers, and to establish permanent liaison offices in Seoul and Pyongyang. The North repeated its long-standing demand that South Korea end joint military exercises with the United States. Washington maintains about 32-thousand forces here to deter another North
Korean invasion.

Pyongyang also insisted South Korea revoke its National Security Law, which strictly limits any activities in the South viewed as sympathetic to the North Korean government.

This week's meeting did produce some progress on bilateral exchanges. Friday's joint statement commits the two countries to more minister-level talks in December on South Korea's Jeju island. It also promises another round of video reunions between separated families via a fiber optic link set up last month. Millions of Korean families remain separated by the
heavily fortified border established after the 1950's war.

This week talks in Pyongyang were the 16th high-level meeting between the two Koreas since a historic 2000 summit between the two countries' leaders. The meeting took place in the shadow of nuclear disarmament talks in Beijing, and most of Seoul's hopes for advances in Pyongyang were contingent on progress in the Chinese capital.

China, Russia, Japan, the United States, and South Korea have been trying to coax North Korea to dismantle its nuclear-weapons programs in exchange for security, economic, and diplomatic incentives. The negotiations appeared
stalled Friday over Pyongyang's demand that it be given a light-water nuclear reactor to produce electricity.

South Korean Unification Minister Chung Dong-young expressed regret Friday over the apparent lack of progress in the Beijing talks.

Mr. Chung says he is sorry to hear that the talks are not producing the desired results.
