The U.S. poverty rate rose last year for the fourth year in a row, despite improvements in the American economy and the job market. The Census Bureau reported Tuesday that 37-million people lived below the poverty line, up from nearly 36-million in 2003.

By ethnic background, the report shows that blacks and Hispanics are more likely than whites and Asians to live below the poverty rate, which is just over 19-thousand dollars for a family of four in the United States. The White House expressed no surprise by the report, saying changes in the poverty rate often lag behind other economic developments.

The Census report also said median household income was unchanged last year over 2003, at 44-thousand dollars per year.
