부시 미 대통령, 전 백악관 보좌관 북한 인권 담당 특사로 임명 (영문기사 첨부)


부시 미국 대통령은 19일 제이 레프코비츠 전 백악관 보좌관을 북한 인권 담당 특사로 임명했습니다.

레프코비츠 특사는 북한 주민들의 인권상황에 대한 관심과 인권개선 노력을 증진시킬 것이라고 백악관 대변인은 밝혔습니다. 백악관 대변인은 또 북한 인권 담당 특사 임명은 북한이 국제적으로 받아들여지고 있는 인권 관련 기준들을 수용하고 준수하도록 부추기고 있는 미국의 노력을 강화시킬 것이라고 말했습니다.

관측통들은 애초 부시 대통령의 국내정책 보좌관이었던 레프코비츠씨가 지난달 19일 임명될 것으로 예상했었습니다. 그러나 부시 행정부는 7월26일로 예정됐던 북한 핵 문제 논의를 위한 6자회담을 앞둔 시점에 북한을 자극하지 않기 위해 임명을 미뤘다고 관측통들은 말했습니다.

북 핵 6자회담은 이달 초 3주간의 휴회에 들어갔으며, 오는 29일 시작되는 주간에 재개될 예정입니다.

President Bush has named former White House advisor Jay Lefkowitz as special envoy on human rights in North Korea.

A White House spokeswoman today (Friday) said Mr. Lefkowitz will increase awareness and promote efforts to improve the human rights of the North Korean people. She said his appointment will enhance Washington's efforts to encourage Pyongyang to accept and abide by internationally accepted human rights standards.

Political observers had expected the former Bush domestic policy aid to be appointed July 19th. But they say it may have been delayed to avoid provoking Pyongyang prior to six-party talks on North Korea's nuclear weapons program that began in Beijing on July 25th.

The negotiations (between the United States, China, Russia, Japan, and the two Koreas) went into recess earlier this month, and resume on August 29th.
