김 부상은 CNN에 북한은 미국이 직접 참여하는 것을 포함한 국제 사회의 엄격한 감독 아래 경수로를 운영할 용의로 있다고 말하면서, 민간용 핵 계획 추구권을 포기하지 않을 것임을 강조했습니다.

North Korea's top nuclear negotiator says Pyongyang may be willing to offer proof it does not have a uranium-based weapons program, which the United States says it does.
Vice Foreign Minister Kim Kye-gwan told a CNN interviewer that his country has no such program, but is "fully prepared" to clarify issues "if there is any kind of evidence" in the future.
A contentious issue ahead of six-party talks on North Korea scheduled to resume late this month is Washington's claim that Pyongyang has a secret uranium weapons program in addition to the plutonium weapons program it has already declared.
Mr. Kim told the American television network that North Korea will not give up the right to pursue a civilian nuclear program, which he says his country is willing to operate under strict international supervision, including direct U.S. participation.
