미국은 이디오피아, 에리트리아와 다른 아프리카 국가들의 기근을 막기 위해 6억 7,400만달러의 추가원조를 제공할 계획입니다.
이 같은 원조는 1,400만명을 충분히 먹여살릴 수 있는 규모입니다. 이것은 올해에 미국이 아프리카에 제공하기로 이미 약속한 14억 달러에 추가되는 것입니다.
미국이 모든 아프리카 국가들에 보다 큰 기회를 제공할 수 있는 민주주의 제도를 발전시키기 위해 아프리카 국가들과 협력하고 있는 가운데, 조지 부쉬 미국 대통령은 미국이 “또한 비상시의 필요에도 대처해야 할 것”이라고 말합니다.
“지난 4년동안 미국은 아프리카의 사하라 이남 지역에 대한 지원을 3배로 늘렸으며, 현재 미국은 이 지역에 대한 총원조의 거의 4분의 1을 감당하고 있습니다. 그리고 미국은 앞으로 더 많은 지원을 할 결의로 있습니다.”

“미국과 G-8은 개혁의 길로 나아가는 개발도상국들의 부채 전액을 완전히 탕감해주고, 세계은행과 아프리카개발은행의 재정보전을 해주는 계획을 추진하고 있습니다.”
부쉬 대통령은 원조를 받는 아프리카 국가들은 그들의 몫을 다해야 할 것이라고 말합니다.
“어떤 국가도 지도자들이 돈을 가로채 이것을 자기 호주머니에 착복하는 부패한 나라에 원조를 제공하기를 원치 않습니다. 어떤 선진국도 자기 국민에게 관심이 없고, 교육과 의료 서비스에 힘을 기울이지 않는 나라를 지원하려고 하지 않습니다.”
미국은 “개방 경제와 개방 시장을 갖지 않은 정부를 지원하는데 관심이 없으며, 또 미국은 지원에 상응하는 조치가 있기를 기대하고 있다”고 부쉬 대통령은 말합니다.

Voice: The United States will contribute an additional six-hundred-seventy-four million dollars to be used to avert famine in Ethiopia, Eritrea, and other African countries. The aid is enough to feed fourteen-million people. It is in addition to one-billion-four-hundred-million dollars in humanitarian assistance already committed by the U.S. to
Africa this year.
President George W. Bush says that as the U.S. works with African nations to develop democratic institutions that will provide greater opportunities for all Africans, the U.S. "must also address emergency needs":
"Over the past four years, we have tripled our assistance to sub-Sahara Africa and now America accounts for nearly a quarter of all the aid in the region. And we're committed to doing more in the future." (END ACT)
Many countries in Africa are deeply in debt. Mr. Bush says the U.S. and the other members of the group of eight highly industrialized countries, or G-8, agree that "developing countries that are on the path to reform should not be burdened by mountains of debt":
"Our countries are developing a proposal for the G-eight that will
eliminate a hundred percent of that debt, and that by providing additional resources, will preserve the financial
integrity of the World Bank and the African Development Bank."
Mr. Bush says that countries in Africa receiving aid must do their part:
"Nobody wants to give money to a country that's corrupt, where leaders take money and put it in their pocket. No developed nation is going to want to support a government that doesn't take an interest in her people, that doesn't focus on education and health care."
The United States is "not interested in supporting a government that doesn't have open economies and open markets," says President Bush. The U.S., he says, "expect[s] there to be a reciprocation."
