美 국무부, 인신매매 보고서 - 강제 노역위해 인신매매 근절 노력 없는 9개국명 추가 발표 (영문기사 첨부)


미 국무부는 최근 인신매매에 관한 최신 보고서를 발표했습니다.

이 보고서에서 카타르, 아랍에미리트연합, 쿠웨이트와 사우디 아라비아를 포함한 9개국이 강제 노역을 위해 인신매매 근절 노력을 별로 하지 않는 국가 명단에 추가됐습니다. 미 국무부의 인신매매 감시 및 대책사무소의 존 밀러 대사의 말입니다.

“강제노역은 비자발적인 노역 상태에서 벗어난 외국인 노동자들이나 노예상태에서 살면서 매우 위험한 환경에서 경주를 해야 하는 어린이 낙타 기수들이 포함될 수도 있습니다.”

카타르의 경우, 정부는 75명 내지 250명으로 추산되는 어린이 낙타 기수들을 구출하기 위한 노력을 별로 기울이지 않고 있습니다. 게다가 낙타 기수로 이용되는 소년들의 인신매매에 관련된 사람들에 대한 처벌도 하지 않고 있습니다. 소년 낙타 기수들은 낙타에서 떨어져 중상을 입기도 하고, 때로는 생명을 잃기도 합니다. 대부분은 이들이 어느 지역 출신인지도 기억되지 않고 있습니다.

아랍에미리트연합에서도 팔려온 아이들은 낙타기수로 혹사당합니다. 일부는 체중을 줄이기 위해 굶기고 있고, 때로는 신체적으로 성적으로 학대를 당하며, 종종 교육과 의료치료도 제대로 받지 못하는 것으로 알려지고 있습니다. 아랍에미리트연합 정부는 아랍에미리트내에 이런 어린이들이 2,700여명 있는 것으로 추산하고 있습니다.

이밖에도 중앙아시아, 동유럽과 남아시아, 동남아시아, 동아시아에서 온 여성들이 성 노리개로 아랍에미리트연합에 팔리고 있습니다.

쿠웨이트도 방글라데시, 인도, 인도네시아, 파키스탄, 필리핀, 스리랑카의 여성들과 아이들이 노동착취를 위해 팔려오는 종착지가 되고 있습니다. 낙타 기수로 쓰기 위해 이웃의 걸프 국가들에서 쿠웨이트로 미성년 어린이들이 팔려오고 있습니다.

예멘, 아프가니스탄, 아프리카의 어린이들이 강제 구걸을 위해 사우디 아라비아로 팔려오고 있습니다. 구걸해서 얻은 수입은 종종 이들의 인신매매자들 수중으로 들어갑니다.

사우디 아라비아도 남아시아, 동아시아, 동아프리카의 남자와 여자들이 노동 착취를 위해 팔려오는 종착지가 되고 있습니다.

미국은 인신매매보고서를 통해서 카타르, 아랍에미리트연합, 쿠웨이트, 사우디아라비아 정부들이 인신매매, 특히 어린이 인신매매 처벌 법률을 마련하도록 고무했습니다.

조지 부쉬 미국 대통령이 말한 바와 같이, 어떤 목적을 위해 사람을 사고 파는 일은 근절되아야 하며, 우리는 이 같은 비극을 종식시키기 위해 다같이 협력해야 할 것입니다.

The U.S. State Department has released its latest Trafficking in Persons Report. Nine countries, including Qatar, the United Arab Emirates, Kuwait, and Saudi Arabia have been added to the list of those failing to make significant efforts to combat trafficking for the purpose of forced labor. Ambassador John Miller is director of the State Department's Office to Monitor and Combat Trafficking in Persons:

"The forced labor may involve foreign workers who end up in conditions of involuntary servitude or child camel jockeys who live in slave-like conditions and are forced to race in extremely dangerous environments."

In Qatar, the government has not made significant efforts to rescue the estimated seventy-five to two-hundred-fifty child camel jockeys. Nor have there been any prosecutions of those involved in the trafficking of boys used as camel jockeys. Child jockeys have been thrown from the camels and suffered serious injuries and sometimes death. Most no longer remember where they come from.

Trafficked children in the United Arab Emirates are also used as camel jockeys. Some are reportedly starved to make them weigh less, sometimes abused physically and sexually, and often denied education and health care.

The United Arab Emirates government estimates that there are up to two-thousand seven-hundred such children in the United Arab Emirates. In addition, women from Central Asia, Eastern Europe, and South, Southeast, and East Asia are trafficked to the United Arab Emirates for sexual exploitation.

Kuwait is likewise a destination for men, women, and children trafficked primarily from Bangladesh, India,

Indonesia, Pakistan, the Philippines, and Sri Lanka for the purpose of labor exploitation. Some underage boys are trafficked to Kuwait from neighboring Gulf states to work as camel jockeys.

Children from Yemen, Afghanistan, and Africa are trafficked to Saudi Arabia for forced begging. The proceeds of the begging often go to their traffickers. Saudi Arabia is also a destination for men and women from South and East Asia and East Africa trafficked for labor exploitation.

Through the Trafficking in Persons Report, the U.S. has encouraged the governments of Qatar, the United Arab Emirates, Kuwait, and Saudi Arabia to adopt legislation to punish those who traffic in human beings, especially children.

As President George W. Bush said, "The trade in human beings for any purpose must not be allowed to thrive. We must all work to end this terrible tragedy."
