美 정부, 베트남의 양심수 석방 촉구 <영문기사 첨부> - 2005-04-05


미국은 최근에 발표한 연례 세계 인권보고서에서 베트남의 인권 기록이 여전히 열악한 상황에 머물러 있다고 지적했습니다.

현재 베트남에서는 언론의 자유, 표현의 자유, 집회,결사의 자유가 모두 제한돼 있습니다. 2004년 9월에 미 국무부는 종교의 자유가 심각하게 침해되고 있다는 점을 들어 베트남을 ‘특별 우려 국가’로 지정한 바 있습니다. 베트남 보안군은 종교를 믿는 사람들을 구타하고 구금하는 것으로 알려지고 있습니다.

지난 2월에 베트남은 윈 단 쿠에 박사와 윈 반 리 신부 등 여러 저명한 양심수들을 석방했습니다. 쿠에 박사는 인권과 민주주의를 주창했다는 이유로 여러 차례 체포됐고, 모두 20년을 감옥에서 보냈습니다. 쿠에이 박사는 최근에는 언론의 자유가 허용돼 있다는 베트남 정부의 주장에 도전했다가 구금됐었습니다. 종교의 자유와 인권을 거침없이 주창해온 리 신부는 2번 체포됐고, 13년 이상을 감옥에 수감됐습니다.

미국은 두 사람의 석방을 환영하고, 다른 양심수들이나 평화적이고 건설적인 반체제 활동을 했다는 이유로 감옥에 갇혀있는 사람들을 석방할 것을 베트남 정부에 촉구하고 있습니다.

콘돌리자 라이스 미 국무장관은 인권이 미국과 다른 나라 사이의 관계에서 핵심요소라고 강조합니다.

“앞으로도 미국은 다른 나라들이 압제와 자유 사이에서 도덕적인 선택을 하도록 계속 분명히 할 것이며, 궁극적으로 미국과 성공적인 관계를 맺을 수 있는냐의 여부는 자국 국민을 어떻게 대우하느냐에 달려 있다는 점을 분명히 할 것입니다.”

자유와 민주주의, 그리고 인권은 인간 존엄성의 양도할 수 없는 요구라고 라이스 장관은 강조합니다.

In its recently released annual survey of human rights around the world, the United States noted that Vietnam's human rights record remains poor. Freedom of speech, freedom of the press, and freedom of assembly and association are all restricted in Vietnam. On September 15, 2004, the U.S. Secretary of State designated Vietnam a "Country of Particular Concern" for severe religious freedom violations. Vietnamese security forces reportedly have beaten and detained religious believers.

In February, Vietnam released several prominent prisoners of conscience, including Dr. Nguyen Dan Que [ween dan KWAY] and Father Nguyen Van Ly [ween van LEE]. Dr. Que has been repeatedly arrested for speaking out in favor of human rights and democracy, and has spent a total of twenty years in prison. He was most recently jailed when he challenged the Vietnamese government's assertion that it allowed free speech.

Father Ly, an outspoken advocate for religious freedom and human rights, had been arrested twice and imprisoned for more than 13 years. The United States has welcomed their release and urges the Government of Vietnam to grant amnesty to other prisoners of conscience who remain behind bars or are otherwise detained for acts of peaceful, constructive dissent.

U.S. Secretary of State Condoleezza Rice says that human rights is a key factor in the United States' relations with other countries.

"In all that lies ahead, our nation will continue to clarify for other nations the moral choice between oppression and freedom, and we will make it clear that ultimately success in our relations depends on the treatment of their own people."

Freedom, democracy and human rights, says Secretary of State Rice, are "the non-negotiable demands of human dignity."
