부쉬 대통령, 이란 核 계획 포기 재차 촉구 - 2005-03-23


조지 부쉬 미국 대통령은 최근 워싱턴에서 가진 한 기자회견에서 이란 인들에게는 민주주의 정부를 가질 자격이 있다고 말했습니다.

“나는 이란 국민이 자유롭게 여러가지 서로 다른 견해들에 관해 토론하고, 자유언론을 접하고, 자유로운 선거에 참여하고, 여러 정치정당들 가운데 원하는 정당을 선택할 수 있도록 허용되어야 한다고 믿습니다. 이란은 민주주의를 채택해야 한다고 저는 믿습니다. 이것이 저의 소신입니다.”

부쉬 대통령은 이란 성직자 정권의 핵무기 추구에 관해 외교활동이 실효를 거둘수 있는 기회가 주어져야 한다고 말했습니다. “세계에서 뭔가 실질적인 일들이 이룩되려면 시간이 걸릴 것”이라고 부쉬 대통령은 말했습니다.

“외교적 목표를 달성하기 위해서는 모종의 인내심이 필요합니다. 미국의 외교적 목표는 이란에 대해 우리가 한 목소리를 내고 있다는 점을 분명히 하기 위해 동맹국들과 공동 협력을 계속해 나가는 것입니다.”

지난 해 9월부터 유럽연합은 이란에 대해 경제적인 유인책을 제공하는 대가로 우라늄 농축 활동을 완전 중단할 것을 설득해 왔습니다. 농축 우라늄은 핵무기 제조에 있어서 핵심적인 물질입니다. 부쉬 대통령은 유럽연합이 이란에 대해 핵무기 추구를 포기하도록 확신시키려고 노력하고 있는데 대해 감사를 표명했습니다.

“나는 미국의 우방인 프랑스, 영국, 독일과 함께 이란 인들에게 우리 모두 의혹을 버리지 못하고 있는 것은 이란의 과거 행동 때문이고 이란이 핵무기를 개발하고 있지 않다는 사실을 보장할 수 있는 최선의 방법은 핵무기를 제조할 수 있는 고도의 농축 우라늄계획이나 플루토늄계획을 포기하는 것’이라고 이란에 한목소리로 말할 수 있게 되었음을 다행으로 생각합니다.”

부쉬 대통령은 현재 여러 나라들이 과거 이란의 자체 핵계획의 은폐 전력 때문에, 또 이란이 한 줌밖에 안되는 사람들에 의해 지배되는 투명하지 못한 정권이라는 이유 때문에 이란을 의심하고 있다고 말했습니다. 부쉬 대통령은 만약 이란 지도자들이 유럽연합의 제의를 거부한다면 우리는 이 문제를 유엔안전보장이사회에 회부할 수밖에 없다고 말했습니다.

부쉬 대통령은 “나는 이란이 이 제안을 거부하지 말기를 바라며, 또 이란이 핵무기를 보유하지 말아야 한다는 점을 전세계는 분명히 하고 있다는 사실을 이란 정부가 인식하게 되기를 희망한다”고 말했습니다.

At a news conference in Washington, D.C., President George W. Bush said that the Iranian people deserve a democratic government.

"I believe the Iranian people ought to be allowed to freely discuss opinions, read a free press, have free votes, be able to choose amongst political parties. I believe Iran should adopt democracy; that's what I believe."

Referring to the Iranian clerical regime's pursuit of nuclear weapons, Mr. Bush said that diplomacy should be given a chance to work. "It takes a while," he said, "for things to happen in the world."

"There's a certain patience required in order to achieve a diplomatic objective. And our diplomatic objective is to continue working with our friends to make it clear to Iran we speak with a single voice."

Since December, the European Union has been trying to persuade Iran to stop all uranium-enrichment activity in exchange for economic benefits. Enriched uranium is a key component in the manufacture of nuclear weapons. Mr. Bush thanked the Europeans for trying to convince Iran to abandon its pursuit of nuclear weapons.

"I was so pleased to be able to participate with our friends, France and Great Britain and Germany, to say to the Iranians, 'We speak with a common voice, and we share suspicions because of your past behavior. And the best way to ensure that you do not develop a nuclear weapon is for you to have…no highly enriched uranium program or plutonium program that could lead to a weapon.'"

Mr. Bush said that countries are suspicious of Iran because of its history of concealing its nuclear program and because Iran is "a non-transparent regime. . . .run by a handful of people." He said that if the rulers in Tehran reject the offer made by the European Union, "the understanding is that we go to the [United Nations] Security Council."

"I hope they don't [reject it]," said President Bush. "I hope they realize the world is clear about making sure that they don't end up with a nuclear weapon."
